海洋环境是一种典型的准公共物品，其消费权或享有权不归某个人所有，海洋环境所提供的各种资源和服务由整个社会共同享用。随着海洋资源利用类型的不断增多、开发强度的不断加大，海洋资源利用冲突日益凸显，加之海洋环境的特殊性，即海水的流动性和海洋的低位能，海洋生态系统受到许多负面影响，严重威胁海洋生态系统的健康，而海洋生态系统的破坏又反过来限制人类对于海洋资源的持续利用。海洋功能区划作为解决海洋资源利用冲突的有效方法得到海洋管理者和环境保护组织等的公认并正在被推广实施，但是从目前的海洋功能区划来看，无论是理论上的认识，还是实际操作，都存在不少问题和缺陷。在此背景下展开了本论文的研究工作。本论文从海洋生态学...Marine environment is a typical quasi-public resource shared by entire society.
