本论文以面向21世纪的海岸带开发建设应站在提高海岸带自然资本的质量与数量的战略高度上来考虑为理念，以厦门岛东海岸区生态旅游开发为例，选择一个全新的视角与方法——战略环境评价（SEA），对海岸带资源的可持续性开发战略进行研究。论文分理论研究与案例研究两部分。 理论研究部分的主要内容包括：1.研究国际上近年来提出的、有关实现可持续发展的环境保护新理念，包括生态健康、生态保护与保护管理、公众参与、生态旅游。2.从实践应用与方法学两方面总结国内外战略环境影响评价的进展。3.从海岸带自身的特点及开发过程中存在的问题入手，分析海岸带可持续发展的内涵及其实现途径；论证战略环境评价是保证海岸带可持续发展...This thesis is a study on sustainable development strategy of the coastal zone resources from a totally new perspective, that is, the strategic environmental assessment (SEA), by taking the eco-tourism development in the eastern coastal zone of Xiamen Island as case study.
