本文第一章分析了集体安全体系及其要素。集体安全体系通过设立明确的决策机制和执行机制，对威胁或危害集体安全利益的行为做出集体反应，并对成员国实行内向约束，独立的决策机制和独立的安全利益导致该安全集体和具体成员国之间的矛盾。对成员而言，化解这一矛盾，维护其自身安全利益并防止国际法下违约行为的可行选择是在出现该矛盾的雏形时选择脱离该安全集体。在集体安全体系未能提供充分规则的情况下，立足于国际法规则成为了国际社会的唯一选择。 本文第二章从传统的国际条约法规范出发分析退出权问题。《维也纳条约法公约》规定了缔约国退出条约或停止施行条约的权利和程序，按照是否存在成员国之间的合意，这种程序可以分为两个大类。...The first chapter discusses the Collective Security System and its elements.
