海岸带综合管理（IntegratedCoastalManagement，ICM）是推动海岸带可持续发展的综合管理手段之一，目前已有超过100个国家和地区的开展了海岸带综合管理实践。中国自80年代初引入海岸带综合管理概念以来，开展了大量相关的基础研究和管理工作，目前有10多个海岸带城市正在开展海岸带综合管理示范区工作。随着海岸带综合管理实践的不断深入开展，进行海岸带综合管理绩效评估，及时调整管理框架，提高综合管理能力，以达到预期的管理目标是十分必要的。然而有关海岸带综合管理绩效评估与及其相关研究工作目前仍处于探索阶段，尚未形成制度化的评估机制与方法。 泉州市是中国东南沿海典型的海岸带城市之一。...Integrated Coastal Management (ICM) is an international management approach for coastal governance to promote sustainable coastal development, which has been initiated in over 100 nations around the world.
