我国教育、医疗领域存在诸多矛盾和冲突，而与此相关的教育、医疗改革却在产业化或市场化问题的争论中举步维艰。本文尝试建立较为完整的准公共产品理论分析框架，从产品性质角度，探讨教育、医疗等准公共产品的产业化或市场化问题。 本文重新界定了准公共产品边界，强调准公共产品消费的非匀质性特征，把排他技术可行性、消费的非匀质性、既排他、又非排他定义为准公共产品基本性质；依据非匀质性强度不同，把准公共产品划分为三大类别——维持型准公共产品、发展型准公共产品、经营型准公共产品，并把非匀质性作为不同类别准公共产品市场化可实现程度的主要判断依据；本文还提出了准公共产品的经济特征：异质性、粘滞性和不确定性，在此基础上...In present China, there are many conflicts in educational and medical reform.
