海洋生态系统是人类赖以生存和发展的基础。由于经济发展、人口增加和城市化进程的加快，人们赖以生存和发展的海洋生态系统遭到了越来越严重的破坏。解决海洋生态损害问题的办法之一是将损害生态系统的外部性行为内部化，让生态损害的责任方承担生态损害的全部成本，也就是实施海洋生态损害补偿制度，用经济的手段来调节人们利用海洋生态系统的行为。经过多年的研究和实践，经济刺激手段被国内外学术界和管理界认为是比命令-控制性手段更有效率、更容易被接受的环境管理手段。但是海洋生态损害补偿标准的缺失阻碍了海洋生态损害补偿制度的实施，因此针对海洋生态损害补偿标准的研究具有了重要的理论价值和现实意义。本文以厦门为案例，对海洋生态...Human survival, development and well-being are vitally dependent upon the marine ecosystems and the products and services they provided.
