Abstract

持续高涨的房价近年来一直是街头巷尾议论的话题,尽管中央政府从2003年起,出台了一系列调控政策以稳定房价,但实施效果却差强人意。这与地方政府对中央宏观调控的“抵制”行为有着密切关系,那么,地方政府行为的动因是什么?对中央的宏观调控究竟有何影响?深入研究这一问题对保证中央宏观调控的顺利实施具有极为重要的现实意义。 本文以现状——原因——对策为主要线索,联系近年来中央对房地产市场的调控效果,从多个角度分析了地方政府行为及其对中央宏观调控的影响,并在此基础上提出了相应的对策建议以使宏观调控达到中央政府的预期目标。全文共分四部分。 第一部分阐明了本文的选题背景及意义,对国内外的研究现状进行了概括性...The continuous increase in the real estate price has been an extremely popular topic over the past few years.
