Research on the incentive mechanism for the civil servants of D District Administration for Industry and Commerce

Abstract

本文通过对D区工商局激励机制问题的剖析,探索公务员激励机制建设问题。作者借鉴国内国外公务员激励方法,研究认为D区工商局应以以下八个措施健全激励机制。 第一,完善薪酬激励,专门设置一部分特殊资金作为激励经费,通过给被奖励者发放奖金或给予有意义的奖品的形式来作为对有特别贡献或是绩效考核优秀人员的奖励;第二,建立科学的绩效考核激励机制,运用分类管理模式规范化管理公务员,指定考核标准健全完善公务员绩效考核制度,在现行的公务员考核等级上增加等级并对考核结果进行适当排名以促进人员的良性竞争;第三,重视晋升激励效果,用严格的制度流程来实现晋升机制的公平,以满足公务员的尊重需要和自我实现需要;第四,采取灵活...In this paper the author does some research on the construction of the incentive mechanism in civil servants by analyzing the problems of the incentive mechanism in D District Administration for Industry and Commerce.
