城市土地是人类生产生活最基本的自然资源，利用得合理与否直接影响城市经济的发展、生态环境质量及所承载的人口数量。本文采用文献资料法、对比分析法、实证研究法及案例分析法，试图对我国城市土地利用的精明增长角度进行全面、深入和系统的探讨，以期对中国城市土地的高效和集约利用作出有价值的思考。全文主体共分为三大部分：第一部分：从20世纪50年代的席卷西方国家的城市蔓延出发，引出著名的城市规划理论——“精明增长”理论，并提出其概念、原则及其与城市土地利用模式转变之间的关系，接着阐述国外精明增长的实践经验，列举美国的精明增长的政策和法规、英国的环城＋绿带、中北欧的轴向拓展模式，并从中得出几点有益的启示。第二部...Urban land is the most basic natural resource in our life.
