Abstract

In welchem Ausmass verbesserte der wirtschaftliche Aufschwung der 1990er und fruehen 2000er Jahre die Situation der Menschen am unteren Ende der Einkommensskala? Der Verfasser legt eine Regressionsanalyse zum Effekt von Einkommen, Arbeitslosigkeit und Ungleichheit auf Armut fuer diese Periode vor. Er zeigt, dass die hohe Nachfrage auf dem Arbeitsmarkt die Armut bedeutend reduzierte - im Gegensatz zu den in den 1980er Jahren vertretenen Auffassungen ueber die trueben Aussichten der Unterschicht waehrend eines Aufschwungs - und dass sozial wenig wuenschenswertes Verhalten ebenfalls ruecklaeufig war, zum Teil moeglicherweise wegen des Aufschwungs. Zwischen 6% und 8% der amerikanischen Bevoelkerung stellen jedoch eine langfristig stabile Armutspopulation dar, denen der Aufschwung nicht hilft. Die Lebensbedingungen der Unterschichten verbessern sich zudem erst bei einer Arbeitslosenquote zwischen 4% und 5%, nicht - wie frueher angenommen - bereits bei 6% bis 6,5%. This paper uses a pooled cross-state time series regression design to estimate the effect of earnings, unemployment, and inequality on poverty in the boom. I find that the tight labor market reduced poverty substantively, gainsaying the gloom that developed in the 1980s about the effect of economic growth on the less advantaged; and that socially undesirable behaviour also fell in the period, potentially due in part to the boom.. While the rising tide of economic progress can lift many boats, however, around 6-8 per cent of Americans cannot be so helped, and thus constitute a relatively long term poverty population. Moreover, the level of the tide needed to improve the conditions of the less advantaged is a 4-5 per cent unemployment rate, not the 6-6.5 per cent unemployment once viewed as the NAIRU.'
