Despite historically high catch amounts in European waters, a formal Common Fisheries Policy only came to fruition in 1983 after several years of arduous debate, and since then has undergone several major developments (Europa.eu 2009). This paper will discuss the history of the Common Fisheries Policy (CFP), examine the most recent reforms, and decide whether or not the policy is effective as it stands today
