"Green currencies" are a way of protecting housewives or farmers against 
sharp movements of currency values, Jlr. Lardinois said in London today'. In 
the case of Britain the protection is entirely for the housewife and present 
costs for the Community budget are running at a rate of£1.5 million sterling 
a day. For British farmers these_i.Jilpo" subsidies enjoyed._b7 the .British housewife

Jlr. Lardinois said that the problems created by recent monetar,y disturbances 
"calls for the joint efforts of both Agriculture and ~inance Jlnisters and also 
of the Beads of State. It is not only the agricultural policy that is at stake -
it is the entire vision of a unified Europe. We are in tlle midst of a very serious 
crisis" Jlr. Lardinois said. He added that "hard decisions must be taken before the 
end of the year". "'l'om~?rrow, the Commission will discuss all sides of the 
monetary question before sending its proposals to the Jlinisters of Agriculture 
and Finance", who are to have a joint meeting in Luxembourg at the beginning 
of next week. · 
Concerning the devaluation of the so-called "Green £" which the Commission 
had recently proposed, Jlr. Lardinois emphasised that "the Commission tully 
appreciates the economic policy of the British Government. We can see the pro-
gress you are making in your fight against inflation. We understand tll.e importance 
of the social contract." It is for these reasons that the Commission sees the 
adaptation of the exchange rate of the "Green L" as taking place over a period 
of time, Mr. Lardinois said. "We are not attempting to force the British 
Government into sudden measures that would endanger its anti-inflation polic;y". 
Be stated that "effects on food prices could be reduced by making the changes over 
a period of time-•" As an example of how the Community could also help in other 
ways, .r. Lardinois mentioned the possible elimination of still existing tariffs 
on fruit and vegetables which would temper Britisa market prices •

11Les monnaies vertes" sont une fac;on de proteger les menageres ou les agriculteurs 
contre les variations importantes de Ia valeur des monnaies, a declare aujourd 1hui 
a Londres M. Lardinois. Dans le cas de Ia Grande-Bretagne, seules les menageres 
profitent de cette protection qui coOte actuellement au budget de Ia Communaute 1, 5 
million de livres sterling par jour. Pour les agriculteurs britanniques, ces sub-
ventions aux importations se traduisent par des revenus faibles alors que leurs 
coOts augmentent regulierement du fait de I a perte de valeur de I a I ivre. 
M. Lardinois a dit aussi que les problemes resultant des perturbations monetaires 
recentes "appellent les efforts conjoints des mini stres de l'agricul ture et des 
finances ainsi que des chefs d'Etat. " "En effet, si I a pol itique agricol e est en jeu, 
il en vade m~me de Ia vision globale d'une Europe unifiee." "Nous sommes au milieu 
d 1une crise tres grave", ·a encore declare M. Lardinois. II a ajoute que 11des decisions 
difficiles devront 8tre prises avant Ia fin de l'annee." 
11Demain, Ia Commission discutera de tousles aspects de Ia question mone~aire avant 
de soumettre ses propositions aux ministres de l'agriculture et des finances 11 , qui 
doivent avoi r une reunion conjointe a Luxembourg au debut de I a semaine prochaine. 
En ce qui concerne Ia devaluation de Ia livre verte recemment proposee par Ia 
Commission, M. Lardinois a souligne que "Ia Commission apprecie pleinement 
Ia politique economique du gouvernement britannique. Nous constatons les progres 
realisesdans Ia luq,e contre !'inflation. Nous comprenons !'importance du contrat 
social. 11 C 1est pour ces raisons que Ia Commission considere que !'adaptation du 
taux de change de Ia livre verte doit @tre progressive, a dit M. Lardinois. 11Nous 
n 1essayons pas d 1obliger le gouvernement britannique a arr@ter des mesures brutales 
qui mettraient en danger sa politique de lutte contr~ l'inflation. II II a affirme que Jlon
