El recorrido de la política científica (y tecnológica) en España en los últimos 25 años no puede disociarse de lo acontecido durante un siglo. Este proceso revela que ha habido una diversidad de iniciativas que han coincidido con determinadas etapas de la historia. La idea de acometer el proceso de modernización, en términos económicos y científico-técnicos, ha estado casi siempre presente en esas iniciativas. A pesar de la puesta en marcha de variados instrumentos institucionales y organizativos, el entorno de la ciencia y la tecnología en España permanece desestructurado: no existe un verdadero sistema y el mito de Sísifo penetra con fuerza como analogía explicativa de la dinámica de ese proceso, muchas veces intentado y pocas veces conseguido. Este análisis pone de relieve la importancia de los contextos que hay que tener en cuenta para el diseño de políticas efectivas, procurando huir de las imitaciones extremas. = The path followed by the science (and technology) policy in Spain in the last 25 years seems to be dependent of the trajectory along the twentieth century. It shows that many initiatives have been taken with the idea of contributing to the process of «modernization of Spain». These initiatives corresponded to specific periods of the history and have designed and applied a complex set of institutional and organizational tools and arrangements. In spite of all these efforts, the science and technology environment in Spain still lacks structural scaffold. There is no a real system of science, technology, industry, innovation. The recourse to the myth of Sysiphus serves to explain the situation with the science and technology stone in the Spanish landscape. This analysis reveals the contextual significance, a point that has to be taken into account for the design of adequate policies in order to avoid failures that may result from processes of inadequate trasposition
