Financiación autonómica y corresponsabilidad fiscal: especial referencia al nuevo modelo de 2009

Abstract

Este trabajo analiza nuestro tradicional sistema de financiación autonómica y si el nuevo modelo de 2009 se traduce en una mayor corresponsabilidad fiscal. En este sentido, creemos que el mismo no consigue este objetivo, aunque sí incorpora algunas novedades positivas en relación a la nivelación de los servicios ofrecidos a los ciudadanos.This work analyses the traditional system of autonomous community financing in Spain and whether the new 2009 model translates into greater tax liability. In this respect, we believe that it does not attain this goal, although it does incorporate some positive new features in relation to the levelling of the services offered to citizens.Dieser Artikel analysiert das traditionelle System der Finanzierung der Autonomen Regionen Spaniens und untersucht, ob das neue Finanzsystem einer größeren steuerlichen Mitverantwortung gerecht wird. Der Autor ist der Auffassung, dass dieses Ziel zwar nicht erreicht wird, dass in das Modell 2009 jedoch einige positive Neuregelungen in Bezug auf den Ausgleich der Bürgerdienstleistungen aufgenommen wurden
