The nature of our research was to determine the content, scope and structure for a course in basic financial management which would be used to introduce foreign military officers to the field of financial management. The Naval Education and Training Security Assistance Field Activity (NETSAFA) indicated there was a need for a generic, introductory financial management course because of the numerous inquiries from foreign governments concerning financial management subject matter. Foreign officials requested that their staff officers, which have varying degrees of familiarity with the financial arena, be schooled in the basics of financial management. Research determined that the course should be approximately two weeks in length in order to adequately cover the following subject areas: accounting, budgeting, management fundamentals, auditing, management information systems (MIS), and total quality management (TQM).
