Significance
          
            The new ability to generate circularly polarized coherent (laser-like) beams of short wavelength high harmonics in a tabletop-scale setup is attracting intense interest worldwide. Although predicted in 1995, this capability was demonstrated experimentally only in 2014. However, all work to date (both theory and experiment) studied circularly polarized harmonics only in the extreme UV (EUV) region of the spectrum at wavelengths &gt;18 nm. In this new work done in a broad international collaboration, we demonstrate the first soft X-ray high harmonics with circular polarization to wavelengths
            λ
            &lt; 8 nm and the first tabletop soft X-ray magnetic circular dichroism (XMCD) measurements, and also uncover new X-ray light science that will inspire many more studies of circular high-harmonic generation (HHG).

Bright circularly polarized soft X-ray high harmonics for X-ray magnetic circular dichroism

We demonstrate, to our knowledge, the first bright circularly polarized high-harmonic beams in the soft X-ray region of the electromagnetic spectrum, and use them to implement X-ray magnetic circular dichroism measurements in a tabletop-scale setup. Using counterrotating circularly polarized laser fields at 1.3 and 0.79 mu m, we generate circularly polarized harmonics with photon energies exceeding 160 eV. The harmonic spectra emerge as a sequence of closely spaced pairs of left and right circularly polarized peaks, with energies determined by conservation of energy and spin angular momentum. We explain the single-atom and macroscopic physics by identifying the dominant electron quantum trajectories and optimal phase-matching conditions. The first advanced phase-matched propagation simulations for circularly polarized harmonics reveal the influence of the finite phase-matching temporal window on the spectrum, as well as the unique polarization-shaped attosecond pulse train. Finally, we use, to our knowledge, the first tabletop X-ray magnetic circular dichroism measurements at the N-4,N-5 absorption edges of Gd to validate the high degree of circularity, brightness, and stability of this light source. These results demonstrate the feasibility of manipulating the polarization, spectrum, and temporal shape of high harmonics in the soft X-ray region by manipulating the driving laser waveform

Алексеенко, канд. экон. наук, доцент Одним из основных недостатков делового климата в Беларуси является слож-ность и изменчивость налогового законодательства, связанного с исчислением и уп-латой налогов. Если добавить сюда постоянное усложнение системы налогового ад-министрирования и ужесточение системы наказаний, то создаются существенные налоговые барьеры для развития бизнеса. Существенно упростить работу предприятий может система налоговой оптимиза-ции, позволяющий минимизировать уровень налоговой нагрузки на основе экономиче-ских расчетов и правовых особенностей налогообложения в Беларуси. При этом необ-ходимо отметить, что налоговая оптимизация – это уменьшение уровня налоговой нагрузки законными методами без применения теневых противозаконных схем, кото-рые в долгосрочной перспективе являются экономически неэффективными, так как ве-дут к наказанию со стороны государства и  соответственно к убыткам для бизнеса. Наиболее сложным и обременительным для бизнеса, работающего в Беларуси, является налог на добавленную стоимость (далее – НДС). При этом сложность и многоступенчатость начисления НДС содержит в себе как недостатки (сложности в исчислении), так и некоторые преимущества (множество вариантов для налоговой оптимизации). На примере НДС можно продемонстрировать практически все мето-ды и способы налоговой оптимизации налогов в Беларуси. Первым и наиболее простым элементом налоговой оптимизации любого нало-га является выбор такой системы налогообложения, которая позволяет не уплачи-вать данный налог. Вторым важным элементом в налоговой оптимизации НДС является поиск та-ких вариантов организации производственных и управленческих процессов в бизне-се, при которых исчисление НДС становится экономически выгодным.  Третий элемент налоговой оптимизации НДС состоит в выборе видов деятель-ности, по которым предоставляются льготы по исчислению НДС, а именно освобож-дение от исчисления налога. Перечень льготный видов деятельности определен в статье 94 Налогового кодекса. Четвертый элемент в налоговой оптимизации НДС заключается в выборе та-ких видов деятельности, по которым предусмотрена пониженная ставка налога в 10 %. Условия применения ставка НДС в 10 % определены в пункте 1.2 статьи 102 Налогового кодекса и касаются производства и продажи продовольствия, продукции Современные модели социально ориентированной рыночной экономики 119растениеводства и животноводства, а также товаров для детей по перечню, утвер-жденному президентом. Пятый элемент налоговой оптимизации НДС заключается в такой организации бизнес-процессов, при которой сроки уплаты НДС отодвигаются на максимально возможные – речь идет о выборе по законодательству такой даты отгрузки товаров (работ, услуг). Важным элементом в налоговой оптимизации НДС является возможность управления налоговыми вычетами, которые напрямую влияют на сумму начислен-ного к уплате налога. Введение с 1 января 2017 г. обязательной электронной формы счетов-фактур по НДС изменило подходы к налоговой оптимизации НДС с помо-щью налоговых вычетов. Шестой элемент налоговой оптимизации НДС заключается в выборе таких форм поставки импортных товаров, при которых можно принимать к вычету опти-мальную сумму входного НДС. Необходимость в налоговой оптимизации входного импортного НДС связано с действием Указа президента № 99 от 26.02.2015 г. Налоговая оптимизация импортного НДС может состоять из двух этапов. Во-первых, возможна организация поставок таким образом, чтобы товар в Беларусь посту-пал по документам из стран Евразийского экономического союза, т. е. страной проис-хождения товара будет одно из государств Евразийского экономического союза, и сле-довательно 60-дневное ограничение вычета НДС здесь действовать не будет. Сразу же следует отметить, что данный метод налоговой оптимизации НДС не всегда может быть использован, а значит нужно применять другие способы налоговой оптимизации. Вторым направлением налоговой оптимизации импортного НДС может являть-ся применение налоговых льгот в уплате ввозного налога. Так, например, Декретом Президента № 16 от 13.06.2001 г. предоставлено право годовой рассрочки на уплату НДС при ввозе на территорию Беларуси технологического оборудования и запасных частей к нему. При этом в Декрете № 16 не установлен целевой характер ввозимых товаров для личного пользования или для оптовой торговли, что позволяет приме-нять данный нормативный документ для налоговой оптимизации импортного НДС в оптовой торговле. Седьмой элемент в налоговой оптимизации НДС заключается в организации системы управления налоговыми вычетами, при которой уплаченный НДС будет минимальным. Повторимся, что введение электронных счетов-фактур по НДС изме-нило, но не ликвидировало подходы и возможности в налоговой оптимизации НДС. Налоговая оптимизация НДС при ведении внешнеэкономической деятельно-сти является восьмым элементом налогового планирования НДС. Речь в данном слу-чае идет о минимизации так называемого «таможенного НДС». При минимизации таможенного НДС важно учитывать следующие факторы: стоимость импортного товара, классификацию импортного товара и условия поставки импортного товара. Так, для оптимизации таможенного НДС необходим анализ сочетания трех факторов: стоимости импортного товара, классификации импортного товара и усло-вий поставки импортного товара. Почему важно учитывать именно эти факторы? Стоимость импортного товара является основой для расчета НДС. Соответст-венно, чем ниже заявленная стоимость ввозимого товара, тем и ниже сумма упла-ченного таможенного НДС. Данную особенность уплаты таможенного НДС знают и контролирующие органы. Поэтому для увеличения поступления НДС в бюджет в Таможенном кодексе предусмотрена процедура корректировки таможенной стоимо-сти (КТС) товара. Секция III 120 КТС товара применяется в том случае, когда таможенные органы считают, что стоимость ввозимого товара искусственно занижена. При КТС товара для исчисле-ния НДС в таможенных декларациях искусственно увеличивается стоимость ввози-мого товара до уровня, приемлемого для государства. Для обоснования новой «ис-кусственной» таможенной стоимости товара государственные органы используют данные по стоимости похожих товаров, импортированных в Республику Беларусь. Девятым и наиболее сложным вариантом налоговой оптимизации НДС явля-ется случай, когда для оптимизации налога выбирают условия договора. Так, напри-мер, при реализации товаров можно использовать договор купли-продажи или дого-вор комиссии, в свою очередь при оказании услуг можно использовать договор оказания услуг или договор поручения. Выбор формы и условий договора является наиболее сложным, но при этом и наиболее эффективным методом налоговой оптимизации НДС.  Таким образом, налоговая оптимизация – это всегда работа в рамках действую-щего законодательства без нарушений. Она является не самоцелью работы предпри-ятия, а лишь одним из элементов, характеризующих эффективный и профессиональ-ный менеджмент. Ivanovskaya, candidate of economic sciences, associate professor For many Belarusian enterprises, the problem of modernizing production technologies, updating the product line, promoting products on the market is urgent. According to experts, the share of non-core assets in the structure of Belarusian companies is more than 15 %, and for some enterprises this figure reaches 40 %. To raise the economic efficiency of large enterprises, their restructuring is carried out with the removal of non-core units from their composition: transport, repair, construction, tool and other shops, including many auxiliary services. The most popular services are: industrial food, professional cleaning of premises and territories, operation of buildings and structures. Their functions on an outsourcing basis can be performed more efficiently by a number of third-party small specialized enterprises. Currently, outsourcing of business processes covers a wide range of non-core functions of various enterprises. Companies began to worry that it took a lot of time and resources, and in order to optimize their activities, they began to involve professionals in the management of non-core assets. There are both external and internal reasons for transferring non-core assets to outsourcing. External causes include the following: transition to specialization; increase in the capitalization of the business; increasing the attractiveness of the enterprise in the eyes of the investor; access to the international financial market; transition to the world standards of management and audit. Internal reasons include such things as: the complexity of evaluating the effectiveness of units because of their large number; diversion of significant investments in non-core assets; insufficient dynamics of non-core business development; high cost of non-core products; low quality of non-core productions.
