Administrative Judicial Supervision of Regulatory Agencies for Network Industries

Abstract

U radu se analizira upravnosudski nadzor nad regulacijskim agencijama za mrežne industrije. Nakon početnog određivanja pojma i važnosti mrežnih industrija, definiraju se i određuju regulacijske agencije za mrežne industrije u Hrvatskoj. Važnost pojedinačnih akata koje te agencije donose i njihov utjecaj na prava i obveze svih sudionika na tržištima koja reguliraju čini i upravnosudski nadzor nad tim istim aktima vrlo bitnim. Stoga se detaljno prikazuje razvoj upravnosudskog nadzora nad pojedinačnim upravnim aktima regulacijskih agencija za mrežne industrije, opisuje trenutačno stanje i daju prijedlozi za unaprjeđenje.The author analyses administrative judicial supervision of regulatory agencies for network industries. After defining the term and importance of network industries, the author defines and enumerates regulatory agencies for network industries in Croatia. The importance of individual acts those agencies pass and their influence on the rights and obligations of all the participants on the markets they regulate mean that administrative judicial supervision of the mentioned acts is essential. The paper, therefore, provides a detailed outline of the development of administrative judicial supervision of individual administrative acts passed by regulatory agencies for network industries, describes current situation, and makes several suggestion for improvements in the field
