[[abstract]]近年來由於全球暖化議題備受各界重視,於1997年12月聯合國氣候變化綱要公約締約國大會於日本京都通過了具有約束效力的「京都議定書」(Kyoto Protocol),其條約中明確規範21世紀初期先進國家(包括歐盟等38個國家)的溫室氣體排放量,以個別或共同的方式控制人為排放之溫室氣體數量以期減少溫室效應對全球環境所造成的影響,且已於2005年2月16日生效。管制之溫室氣體包括:二氧化碳(CO2)、甲烷(CH4)、氧化亞氮(N2O)、氫氟碳化物類(HFCs)、全氟碳化物(PFCs)、六氟化硫(SF6)。
各級政府的發展規劃必須掌握正確的排放量推估,進一步規劃相關管制策略。本研究主要探討推估地方政府溫室氣體排放清單建置之步驟及所使用之排放係數,以瞭解地方政府溫室效應氣體排放清單建置程序。
進行溫室效應氣體排放清單建置時分為六個部門包括運輸部門、住商部門、工業部門、農業部門、廢棄物部門以及森林部門。並對此六個部門建立溫室氣體排放清單之標準程序。
標準程序主要依據收集活動強度、篩選排放係數、建立試算表並將活動強度及排放係數填入、將試算表算出之溫室氣體統一轉化成二氧化碳當量排放量等步驟建置出各部門排放量推估之標準程序。
本研究將建立標準程序並以台南縣為例建置台南縣溫室效應氣體排放清單。推估結果顯示臺南縣最大溫室氣體排放源為工業部門,以基準年(92年)為例,佔總排放量之53.68%,第二大部門為運輸部門,佔總排放量之17.26%,第三大部門為住商部門,佔總排放量之15.59%。[[abstract]]Recently global warming is respected seriously; therefore the United Nation (UN) published “Kyoto Protocol” in Kyoto Japan in 1997 12 to control the emission and greenhouse effects According to Kyoto Protocol the emission of greenhouse was decreased by individual control or co-control in 28 developed countries included European Union The controlled gases in Kyoto Protocol included CO2 CH4 N2O HFCs PFCs and SF6 and it was effect in Feb 16th 2005 Governments have to handle the emitting evaluation of greenhouse gas and build lists of greenhouse gas emission to plan management strategy This study is focus on building steps and the used factors of emission to obverse the procedure of building steps for greenhouse gas lists The emitted lists of greenhouse gas in the standard procedure were built into sex catalogues The six catalogues in emitted lists of greenhouse gas were transportation sector residential and commercial sector industrial sector agriculture sector waste sector and forests sector The parameters greenhouse gas acticity data emission factor were collected and developed a model to build the standard procedure of catalogues The model could evaluate the carbon dioxide equivalent when greenhouse gases were transform into CO2 In this study the emitted lists of greenhouse in Tainan County were built The results indicated that the heaviest emissions on Tainan County were industrial sector transportation sector and residential and commercial sector there were 53 68% of total emission 17 26% of total emission and 15 59% of total emission respectivel
