Este trabalho baseia-se na reflexão e na demonstração, através do método dedutivo, que o sistema normativo internacional de Direitos Humanos é perfeitamente coerente e harmônico com a perspectiva interamericana para a efetividade dos Direitos Humanos, em matéria de DESCA, isto é, dos direitos econômicos, sociais, culturais e ambientais, no continente americano. Nesse sentido, esta pesquisa procura elucidar e registrar, com a evolução dos capítulos, conhecimentos dos elementos históricos, da globalização, econômicos, conceituais, também elementos jurídicos no ambiente do objeto apresentado que trata da perspectiva interamericana para a efetividade dos Direitos Humanos, em matéria de DESCA, bem como será proposta e defendida a necessidade de coerência e da harmonia no sistema internacional de Direitos Humanos e nas suas diversas perspectivas e, nessa seara, será possível verificar se essa mecânica dos DESCA, na perspectiva interamericana da efetividade desses direitos, à luz do conceito de Direitos Humanos contemporâneo, é válida e, dessa maneira, pode ser adotada pelos Estados-membros da regiãoThis work is based on the reflection and demonstration, through the deductive method, that the international normative system of Human Rights is perfectly coherent and harmonious with the inter-American perspective for the effectiveness of Human Rights, in matters of DESCA, that is, of the rights economic, social, cultural and environmental, in the American continent. In this sense, this research seeks to elucidate and register, with the evolution of the chapters, knowledge of historical, globalization, economic, conceptual, as well as legal elements in the environment of the object presented, which deals with the inter-American perspective for the effectiveness of Human Rights, in matters of DESCA, as well as the need for coherence and harmony in the international system of Human Rights and in its different perspectives will be proposed and defended and, in this area, it will be possible to verify if this mechanism of DESCA, in the inter-American perspective of the effectiveness of these rights, to light of the contemporary concept of Human Rights, is valid and, as such, can be adopted by Member States in the regio
