Rowe, Ph.D.Professor and Family Resource Management SpecialistUtah State UniversityA sharp drop in income or loss of a job canbe a stressful experience for individuals and theirfamilies. Yet many community support servicesexist to assist those currently coping withunemployment or loss of income. This fact sheetpresents an overview of major resources availablein the state and in your community that people canaccess when they find themselves out of a job or,for some other reason, in economic difficulty.Unemployment InsuranceWhile you were employed, your employerwas probably contributing to the unemploymentinsurance program on your behalf. Unemploymentinsurance pays a weekly benefit to all eligibleunemployed workers. If there is a chance you areeligible for unemployment insurance, call the UtahUnemployment Insurance Claims Center (526-4400in Salt Lake and South Davis counties; 612-0877 inWeber and North Davis counties; 375-4067 in Utahcounty and 888-848-0688 for the rest of the state).The Claims Center is open Monday through Fridayfrom 7:30 am to 5:00 pm (closed on state holidays).When calling to file a new claim, have your SocialSecurity number handy, also your Utah driver’slicense number or Utah ID number if you have one,your alien registration number if you are not a U.S.citizen, and the names and addresses of allemployers that you worked for in the last 18months. When you file a new claim, you willselect a personal identification number (PIN).After you have entered this information into thesystem, your call will be forwarded to a ClaimsCenter representative who will complete yourapplication for benefits. If you have Internetaccess, you may also file online, athttp://ui.dws.state.ut.us. The website is availablefrom 2:00 am to 9:00 pm, seven days a week. Ittakes about 30 minutes to fill out the form if youhave assembled all your information, so allowyourself enough time to complete the process.Expect to wait about three weeks beforereceiving your first check. Payments arecalculated from the first day you file, so filingpromptly is to your advantage. However, there is awaiting period of one week for first-time claims.To receive unemployment insurance benefits youmust be actively looking for work, and call (orcheck in on-line) once a week to report on yourwork search.Your weekly payment depends upon thehighest wages you earned in any one quarter inyour base period. A base period is the first four ofthe last five completed calendar quarterspreceding the quarter in which you file your claim2(for example, if you filed in December of 2001,your base period would be from July 1, 2000 toJune 30, 2001). You may receive benefits for aminimum of 10 weeks and a maximum of 26weeks.Workforce ServicesIf you’ve lost a job or are seeking a job, youcan receive valuable assistance through WorkforceServices. Employment Centers are located in everyarea of the state (see below).The main office is Utah Department ofWorkforce Services/ P.O. Box 45249/ Salt Lake City, UT 84145-0249/ phone: (801) 526-9675/FAX: (801) 536-9211/ Internet:www.dws.state.ut.us.The Employment Centers provide up-to-date job information through computerized job listings, which are updated daily, and civil servicebulletins that list job vacancies. EmploymentCenters have trained counselors who try to matchjobs to persons needing work. Some churches, charitableorganizations and community agencies providefree or low-cost meals. There are many contactsin the emergency food assistance network in Utah.See the last few pages of this publication forcontact information.Your children may be eligible for reduced-price or free school lunches. Some schools alsoprovide free breakfasts. Contact a schoolcounselor for information on applying.If you have children under age five, youmay be eligible for the WIC (Women, Infants, andChildren) program. WIC is a federally funded,supplemental nutrition program for low-incomewomen who are pregnant, breastfeeding, whohave recently had a baby or who are caring forchildren under 5. WIC services are free of charge.Call 877-WIC-KIDS for information on where tofind the WIC program in your area. Take proof ofincome of all household members for the last 30days, a piece of mail with your current address,and some form of identification.United States Department of Agriculture(USDA) surplus food may also be available ifyour income falls within their eligibilityguidelines. In Utah, the program is known as theEmergency Food Assistance Program (TEFAP).Under TEFAP, commodity foods such as rice,dairy products, and peanut butter are madeavailable to households for preparing their ownmeals or to organizations that prepare and providemeals for needy people. For more informationcontact Nadine Hibbert or Mike Francom, at theUtah State Office of Education Child NutritionPrograms/ 250 East 500 South/ Salt Lake City84111/ (801) 538-7920 or (801) 538-7688.Food stamps are available without chargeto qualifying participants and can be used likemoney to purchased most kinds of food atauthorized stores. Some exclusions exist: foodstamps cannot be used to buy tobacco, alcoholicbeverages or already-prepared foods. Eligiblefamilies receive a food stamp allotment based ona combination of factors including family size andmonthly income after certain deductions.Allotments decrease with increased family incomeand assets and increase with the number of familymembers. You apply for food stamps at any of theDepartment of Workforce Service centers listedabove or, if you have Internet access, you canprint and fill out the application form and take itinto the Workforce Service office. You will needto provide records showing 1) your identity andcurrent address, 2) Social Security card and paystub for the previous month, expenses for rent ormortgage payments, and expenses for utilities forproperty taxes and dependent care. Certainindividuals may qualify for expedited foodstamps, meaning that they may receive foodstamps within seven days of the date theDepartment of Workforce Services receives thefood stamp application.You don’t have to be unemployed toqualify for food stamps. If you work for lowwages, or work part-time, if you receive TANF orother assistance payments, if you are elderly ordisabled, or if you live on a small income you areeligible. Program provisions are slightly differentfor the elderly and disabled.ClothingNeed clothes for a special job interview ortraining program? Local thrift shops, consignmentstores and garage sales are wonderful sources oflow-cost clothing. Are there members of yourfamily close to your size? Recycling clothing maybe another option for you.Temporary Assistance for NeedyFamiliesTemporary Assistance for Needed Families(TANF) replaces the Aid to Families withDependent Children (AFDC) program. In Utah,TANF is known as the Family EmploymentProgram (FEP) and is administered through theDepartment of Workforce Services. The Family4Employment Program provides cash assistanceand employment services to eligible parents withchildren under the age of 18 in the home. Thepurpose of FEP is to help families increase theirincome and become self sufficient throughemployment, child support, and/or disabilitypayments. Every parent works with a casemanager to develop an employment plan. In orderto remain eligible to receive financial assistance aparent must follow through and participate in theactivities outlined in their employment plan. Childcare is provided to all FEP participants who needthe service to participate. Medical coverage isalso available.Parents can only receive cash payments 36months over their lifetime. Additional months areapproved if the parent is certified as medicallyunable to work. In addition to being willing toparticipate in the employment program,participants must pass a gross income test basedon household size. For more information, contactone of the Workforce Service offices listed aboveand ask for a Family Employment Programspecialist who can advise you.Health ServicesThe Utah Medicaid program provides abroad range of health services to persons whomeet their income and asset eligibilityrequirements. Services include hospital care, bothin-and out-patient services, doctor’s services,laboratory and X-ray, some home health care,physician services, rural health clinic services,and family planning services. They may alsoprovide dental care, eyeglasses and visionscreening, prescription drugs, hearing aids,artificial limbs, durable medical equipment andvarious types of therapy. Persons receiving FEP,SSI payments or Social Security disabilitypayments are all eligible for Medicaid. Beginning in 1998, a new health careprogram for children was available to Utahns. It isadministered by the State Department of Healthand is called CHIPs (Children’s Health InsuranceProgram Services). It is designed to providebenefits to low-income children not covered byprivate insurance and allows expansion of healthinsurance to uninsured children. To be eligible forCHIP, the family’s gross monthly income must beequal to or less than 200% of the federal povertylevel. Maximum countable income is based onfamily size. For more information on CHIP andMedicaid, contact the state Department of Health.Energy AssistanceThe Home Energy Assistance Target(HEAT) program is Utah’s name for the federallyfunded Low Income Home Energy AssistanceProgram (LIHEAP). HEAT provides home winterutility assistance to low-income households. Theprogram is administered in partnership with theAssociation of Governments (AOGs) andnonprofit agencies located throughout Utah. Theprogram provides emergency winter utilityassistance and some home weatherization. Allhouseholds served are at or below 125% ofpoverty.Financial Counseling ServicesSome churches, volunteer groups,universities, colleges, banks, savings and loans,and credit unions offer individual counseling,financial advice and educational programs topersons having financial difficulties. In Ogden,Salt Lake and St. George, non-profit creditcounseling centers have been set up by privateindustry. Consumer Credit Counseling ServiceAgencies in Utah are located at the offices listedbelow.Before using a credit counseling service,find out 1) who sponsors the program, 2) what thecharges will be, and 3) how the program operates.Do not confuse nonprofit counseling services withagencies that debt pool or consolidate debts. Theseagencies frequently charge high fees to pay billswithout providing financial advice.
