On 14 November 1979 the European Parliament, pursuant to Rule 25 of the Rules of Procedure, referred to the Political Affairs Committee the motion for a resolution on the infringement of human rights in Poland,on the eve of the Independence Day anniversary, tabled by Mr Tyrrell, Sir Peter Vanneck, Mr Purvis, Lady Elles, Mr Battersby, Mr Spencer, Mr Forth, Mr J. D. Taylor, Mr Cottrell, Mrs Rabbethge, Mr Penders, Mr Luster, Mr van Aerssen, Mr Habsburg and Mr Fergusson (Doc. 1-501/79). Mr Penders was appointed rapporteur on 23 January 1980. The Political Affairs Committee hereby submits to the European Parliament the following motion for a resolution MOTION FOR A RESOLUTION on human rights in Poland The European Parliament, - recalling its commitment to foster respect for human rights in the world, - recalling its Resolutions of 9 April 1975, 11 May 1977 and 10 May 1978 on the Conference on Security and Cooperation in ·1 Europe, in view of the efforts of the Polish people in history and in recent times to shape their independence, often in difficult situations, - recognising that Poland has played within the last twenty years a considerable role in developing and promoting policies of d~tente in Europe, - having regard to the fact that the Helsinki Final Act was signed by the Community in its own right and also by its Member States and Poland, - having regard to the motion for a resolution by Mr Tyrrell and others (Doc. 1-501/79), - having regard to the report of the Political Affairs Committee (Doc. 1-219/80), l. Expresses its admiration for, and solidarity with, the courage and tenacity of all groups in Poland and their supporters who are struggling to win respect for human rights in Poland; 2. Considers that the efforts of all Eastern European countries l and Poland in particular, are indispensable for the implementation in all its aspects of the Final Act of the Helsinki Conference of 1975; 3. Considers that incidents such as the arrests - however short in duration - of leaders of human rights movements hamper a positive and successful evolution of security and cooperation in Europe; OJ No. C 95, 28.4.75. Requests the Foreign Ministers meeting in political cooperation: a) to continue their efforts to ensure that the provisions of the Final Act of the Conference on Security and Cooperation in Europe are observed, taking into account the situation concerning human rights in Poland; b) to point out to the Polish authorities that the success of the forthcoming Conference on Security and Cooperation in Europe, which is to be held in Madrid, depends also on the scrupulous adherence to the stipulations of the Final Act on human rights; 5. Instructs its President to fo:cward this resolution to the Foreign Ministers of the Member States meeting in political cooperation, asking them to report to the European Parliament, the Council and the Commission of the European Communities on the action they have taken, and also to the Parliaments and Governments of the Member States. - 6 - PE 64.647/fin. ANNEX MOTION FOR A RESOLUTION - DOCUMENT 1-501/79 tabled by Mr TYRRELL, Sir Peter VANNECK, Mr PURVIS, Lady ELLES, Mr BATTERSBY, Mr SPENCER, Mr FORTH, Mr J. D. TAYLOR, Mr COTTRELL, Mrs RABBETHGE, Mr PENDERS, Mr LUSTER , Mr van AERSSEN, Mr HABSBURG and Mr FERGUSSON with request for urgent debate pursuant to Rule 14 of the Rules of Procedure on the infringement of human rights in Poland on the eve of the Independence Day Anniversary The European Parliament, on the occasion of the 61st anniversary of Independence Day in Poland, - recognizing that the people of Poland are denied freedom of speech, freedom of information, freedom of movement, and freedom to choose their government, - recognizing that the people of Poland yearn for such freedoms, - having regard to the arrest of about forty members of human rights groups on the eve of the anniversary of Independence Day with the effect that such persons could not participate in demonstrations of Polish public opinion on that day, 1. Expresses its profound sympathy with the Polish people at the denial of their legitimate pa~riotic aspirations; 2. Condemns the continual denial of fundamental human freedoms in Poland; 3. Calls on the Polish Government to desist from arresting or otherwise harassing:Polish people who try to exercise such fundamental freedoms; 4. Calls for the immediate release of those arrested on Independence Day eve; s. Instructs its President to forward this resolution to the Government of Poland and to leaders of human rights groups in Poland. - 7 - PE 64.647/fin.
