AIGNER PE 32.091/fin. At its meetings of 31 January and 13 February 1973 the Bureau considered a number of problems connected with the consequences, for the organization of the Secretariat, of the enlargement of the Communities and Norway's non-accession to the Communities. On 30 January 1973 Parliament's President forwarded to the Committee for Finance preliminary draft estimates of the revenue and expenditure of the European Parliament for the 1973 financial year (PE 32.135/BUR) together with a preliminary draft adjustment to the estimates for the same period (PE 32. 134/BUR). The Bureau's discussions of 13 February were notified by its President to the Committee for Finance and Budgets. The Committee for Finance and Budgets examined the problems connected with the establishment of draft supplementary estimates and a draft adjust-ment to the estimates for the 1973 financial year at its meetings of 2, 8 and 13 February 1973. At the meeting of 2 February, it confirmed Mr Aigner as rapporteur on Parliament's annual estimates for 1973. On 13 February 1973 it decided to draw up draft supplementary estimates and a draft adjustment to the estimates of the European Parliament for 1973. At the same time it adopted the corresponding draft report by 6 votes to 1, with 5 abstentions. 'I'he following were present: Mr Aigner, Acting Chairman and rapporteur, Mr Artzinger, Mr Bousch (deputizing for Mr Sourdille), Mr Durand, Mr Fabbrini, Mr Houdet, Mr Jozeau-Marign~, Mr Notenboom, Mr O'Hagan, Mr Petre, Mr Pounder, and Mr Riedel ~eputizing for Mr Mitterdorfer). - 3 - PE 32. 091/fin. The Committee for Finance and Budgets hereby submits to the European Parliament the following motion for a resolution: MOTION FOR A RESOLUTION on the supplementary estimates and the adjustments to the estimates of the European Parliament's revenue and expenditure for 1973. The European Parliament, - having regard to Rules 49 and 50 of its Rules of Procedure; - having regard to the draft supplementary estimates and the draft adjustment to the estimates prepared by the Committee for Finance and Budgets and to the report on this subject also drawn up in accordance with the Bureau's decisions of 30 January and 13 February 1973; - having regard to the report of the Committee for Finance and Budgets (Doc. 305/72) ; A. Conse~uences_of Norway's_failure_to_join_the_Communities 1. Points out that the procedures for filling posts and utilizing the corresponding appropriations are subject to preliminary decisions by the appropriate pc1rliamentary bodies (Bureau and the Committee for rinance) which will accordingly have to determine the consequences of Norway's failure to join; 7.. Estimates thc1t the saving resulting from the reduction in the number of Members of Parliament and the disappearance of the need to make Norwegian an official language will amount to 220,100 units of account and the saving on the Audit Board's c1ppropriations shown in the 1973 draft estimates to 7,250 units of account; B. Su~rlementarx_needs which have_arisen_since_the_adoption_of_the Communitics'_Budiet l. Notes that the formation of a political group after the enlargement 1nvolves the followinq additional alterations to the establishment plan, in respect of temporary staff: 1 A 3; 2 A 5/4; 1 A 7/6; 1 B 3/2; 2 Cl; and 7 C 1/2, as well as an increase ln appropriations of 124,800 units - 5 - PE 32 .091 /fin. of account; also considers that the establishment plan for the Socialist Group's secretariat should be increased by one Cl temporary post; 4. Provides for an additional sum of 80,000 u.a., under a new heading 1705b, for the political groups (to be allocated in accordance with the decision taken by its Bureau on 13 February 1973) for further political activities promoting the European idea, and instructs the said groups to duly account to the President for expenditure under this heading; 5. Considers that pursuant to the adoption of regulation 2530/72 on staff reductions, applicable to all the personnel of the Communities and of Parliament, the sum of 264,000 units of account should be entered, as for the other institutions, in Chapter 98 as "provisional appropriations not allocated". 6. Consequently adopts supplementary estimates and an adjustment to the esti-mates of revenue and expenditure (annexed to this resolution) which, in view of the savings already mentioned, amount to 241,450 u.a. only; 7. Le Bureau elargi a examine, a l'occasion de ses reunions du 31 janvier 1973 et du 13 fevrier 1973, certains problemes lies aux consequences, sur l'organi-sation du secretariat, de l'elargissement des Communautes, d'une part, de la non adhesion de la Norvege, d'autre part. Le President du Parlement a transmis a la commission des finances le 30 janvier 1973 un avant-projet d'etat previsionnel supplementaire des recettes et des depenses du Parlement europeen pour l'exercice 1973 (PE 32.135/BUR), ainsi qu'un avant-projet d'etat previsionnel rectificatif pour le m~me exercice (PE 32.134/BUR). Les deliberations du Bureau du 13 fevrier ont ete communiquees a la commission des finances et des budgets par son President" La commission des finances et des budgets a examine les problemes lies a l'etablissement d'un projet d'etat previsionnel SUpplementaire OU rectifi-catif du Parlement pour l'exercice 1973 a l'occasion de ses reunions des 2, 8 et 13 fevrier 1973. A l'occasion de la reunion du 2 fevrier, elle a confir-me a M. Aigner, rapporteur sur l'etat previsionnel annuel du Parlement pour 1973, le mandat de rapporteur. Le 13 fevrier 1973, elle a decide d'etablir un projet d'etat prevision-nel rectificatif et supplementaire du Parlement pour 1973. A la m~me occasion, elle a adopte le projet de rapport y afferent: par 6 voix pour, 1 voix contre et 5 abstentions. Etaient presents: M. Aigner, president f.f. et rapporteur, MM. Artzinger, Bausch (suppleant M. Sourdille), Durand, Fabbrini, Houdet, Jozeau-Marigne, Notenboom, O'Hagan, P~tre, Pounder, Riedel (suppleant M. Mitterdorfer). Pour_ce_gui_est_des_besoins_supplementaires_gui_sont_apparus_aprcs !~arret_du_budget_des_Communautes 3. constate que la creation d'un groupe politique, suite a l'elargissement, implique, pour ce qui est des emplois temporaires, les modifications sup-plementaircs suivantes de l 'organigramme : 1 A 3; 2 A5/4 ; 1 A7/6; 1 B3/2; 2 Cl et 2 C3/2 ainsi qu'un accroissement des credits de 124.800 u.c. ; estimc par ailleurs qu'il y a lieu de completer l'organigramme du secre-tariat du groupe socialiste par un emploi temporaire C 1. - 5 - PE 32 .091/ def. 4. prevoit aussi a un nouveau paste 3705 bun credit supplementaire de 80.000 u.c. en faveur des groupes (a repartir selon la decision prise par son Bureau le 13.2.73) pour des activites politiques supplementaires favorisant le developpement de l'idee europeenne, charge les groupes de communiquer au President la justification de l'utilisation de ces credits; 5. estime que, suite a l' arret du rc•glement 2530/72 relatif au degagemenl des cadres et applicable a tout le personnel des Communautes et du Par-lement, il y a lieu de prevoir, comme les autres institutions, au chapi-tre 98 "credits previsionnels non affectes" la somme de 264.000 uc 6. arr~te par consequent un etat previsionnel rectificatif et supplementaire des recettes et des depenses (annexe a cette resolution) qui se monte toutefois seulement a 241.450 u.c., au vu des economies enoncees. 7. charge son president de transmettre a la Commission des Communautes et pour information au Conseil, la presente resolution, l'etat previsionnel annexe ainsi que le rapport de sa commission des finances et des budgets. - 6 - PE 32 .091/def.
