By ~etter of 26 September 1972 the President of the council of the European Conununities requested the European Parliament, pursuant to Article 43 of the Treaty to deliver an opinion on the proposal from the Conunission of the European Communities for a regulation on the general rules for fin-ancing intervention by the Guarantee Section of the EAGGF (Doc. 127/72). On 4 October 1972 the President of the European Parliament referred this proposal to the Conunittee for Finance and Budgets as the connnittee re-sponsible and the Conunittee on Agriculture as the conunittee asked for its opinion. The conunittee for Finance and Budgets appointed Mr Beylot rapporteur on 3 October 1972. The conunittee discussed this proposal at its meetings of 17 October, 31 October, 1 December and 6 December 1972. At its meetings of 6 December, the conunittee unanimously adopted the motion for a resolution and the explanatory statement. A The Committee for Finance and Budgets hereby submits to the European Parliament the following motion for a resolution: MOTION FOR A RESOLUTION embodying the opinion of the European Parliament on the proposal from the Commission of the European Communities to the Council for a regulation on the general rules for financing intervention by the Guarantee Section of the EAGGF The European Parliament, - having regard to the proposal from the Commission of the European Commu-nities to the Council1, - having been consulted by the Council pursuant to Article 43 of the TreatYc establishing the EEC (Doc. 127/72), - having regard to the report of the Committee for Finance and Budgets and: the opinion of the committee on Agriculture (Doc. 229/72), 1. Welcomes this proposal from the Commission for a regulation for which Parliament has long been calling and which is intended to provide general rules for the Community financing of EAGGF Guidance Section intervention pursuant to Regulation No. 729/70; 2. Considers that the provisions of this proposed regulation, whereby the financing of such intervention - including purchasing and stock-piling transactions - is based on actual expenditure, are acceptable; 3. Insists that the Council adopt this regulation without delay and that the Commission then promptly lay down the implementing measures provided for therein; 4. Asks that the Commission report to the Council and Parliament on the implementation of this regulation with a view to making any necessary amendments in the light of experience and that the proposed regulation be amended to take account of this request; 5. Par lettre en date du 26 septembre 1972, le President du Conseil des communautes europeennes a demande l'avis du Parlement europeen, conformement a !'article 43 du traite sur une proposition de reglement relatif aux regles generales pour le financernent des interventions par le FEOGA, section "garantie" (doc. 127/72). Le President du Parlernent a renvoye cette proposition a la commission des finances et des budgets, cornpetente au fond,et a la commission de !'agriculture, saisie pour avis, le 4 octobre 1972. Le 3 octobre 1972, la commission des finances et des budgets avait nornrne M. Beylot rapporteur. Elle a examine cette proposition au cours de ses reunions des 17 octobre, 31 octobre, ler decembre et 6 decembre 1972. Au cours de sa reunion du 6 decembre, la commission a adopte la proposi-tion de resolution. Etaient presents: MM. Les depenses resultant de l'achat de marchandises sont prises en charge provisoirement par les Etats membres; les frais de financement des fonds etant supportes par le FEOGA dans les conditions visees a !'article 7 2. A cet effet, les Etats membres mettent a la disposition des services ou organismes payeurs les fonds ne-cessaires ou les autorisant a se les procurer aupres d.'une institution 'financiere. 3. Les Etats membres informent la Commission avant le ler mars 1973 des modalites retenues pour l'appli-cation du present article ainsi qu'ulterieurement des eventuelles mo-difications. ,4. La Commission fait rapport au Conseil avant la fin de 1975 des con-ditions dans lesquelles sont realisees (les dispositions du present article, assorti, le cas echeant, de proposi-tions tenant compte de !'experience acquise. Article 5 1.
