theDevelopment Alternatives with Women for a New Era (DAWN). Fisher tries to find a way to moveforward in the gender and development discourse. Another pocket of inspiration at Rio+20 came from a panel presentation given by Gita Sen, headof the Development Alternatives with Women for a New Era (DAWN) on June 18th. In the panel,titled “Sustainable Development: Juggling Gender Justice in the Three Pillars”, Sen spoke ‘truth topower’, as coined by DAWN. She spoke passionately and honestly about the state of gender anddevelopment today within the prism of her experience, having attended the Earth Summit in Rio in1992. Although she had a somewhat dim outlook on the advancements, or lack thereof, since the1992  Summit,  she  forced  us  to  think  more  radically  about  gender  within  the  UN  developmentframework.She  noted  that  the  worrisome  top­down,  Neo­Malthusian  paradigm  that  emphasizes  control  ofpopulation growth,  is  resurfacing again after  15  years underground,  and  the momentum gainedduring this period around sexual and reproductive rights is now losing sway. Sen asserted that weare back to the same two silos of  family planning and maternal health that we had twenty yearsago, with no holistic view of women in the context of ecology, sexual and reproductive health, andhuman rights. Sen’s call to action was for exploring alliances that can allow us to transcend thesetensions  between  the  narrowly  defined  categories  for  action  and  a  more  holistic  approach  toensure that  the autonomy and integrity of women are not separated from the mainstream globaleconomic  agenda.  The  1992 Rio Agenda  21  document  progressively  acknowledged  that  underevery environmental problem is a problem of  inequity, she added, and that you cannot solve theenvironmental problem until you solve the poverty problem.She pushed us by asking, “How can we bring development issues into a feminist discussion, andhow  do  we  get  the  women  themselves  who  work  within  these  organizations  involved  in  thisagenda?”She  then  said  something  that  resonated  deeply  with  me  and  sprung  into  the  room  as  anundeniable  truth  standing  in  stark  contrast  to  the  mainstream  discourse;  she  said,  “Womenworking in development organizations are not allowed to be feminists—they shy away from humanrights talk.” This was it. She had put in words my experience working within the development field.This  was  exactly  the  underlying  frustration  that  I  experienced  in  much  of  my  previous  work  ininternational development. I could not stand up too strongly for women and girls within a feministrights­based framework because it did not mesh with the overarching driving message behind ourwork: ‘gender as smart economics’– also the World Bank´s message. As such, I was in a constantuphill  struggle  to  find ways  to  be  authentic  and  true  to myself  in  terms  of  pushing  for  broaderquestioning  of  structural  inequalities. Moreover, my  frustrations were  certainly  not  eased  by mysenior managers at  the  time—the majority of whom were women.  I distinctly  remember  the daythat  our managing  director  stated,  “I  would  be  the  last  person  to  consider myself  a  feminist”.  Ithought to myself, ‘me too’—not fully aware at the time that my frustrations were largely the resultof  this  tension  between  expectations  of me  as  a  Development  professional 2/3Sen  also  raised  an  interesting  point  about  social  development  objectives,  suggesting  thatdeveloped countries have stopped worrying about their social development––their work patterns,living arrangements, education, health, and other aspects of  life and  living. She maintained  thatsocial development objectives must also apply  to developed countries because  it will affect howthey treat and approach developing countries. This was an important reminder to us all to revisitand think critically about the development paradigm more broadly. What type of development arewe are talking about? The US may be economically developed, but we appear to be socially un­developed  or  under­developing  in  terms  of  our  lack  and  loss  of  value  on  interpersonal  socialconnectedness. As Brazil follows our Western development model towards economic prominence,there is an underlying nostalgia tied to the social un­development that appears to be occurring.Unfortunately,  it  was  clear  at  Rio+20  that  Northern  governments  are  advocating  for  corporateinterests  that  “have  warped  the  sustainable  development  paradigm  in  the  so­called  ‘greeneconomy’ that is skewed toward the economic pillar, emphasizing sustained economic growth overequitable  development  and  without  any  ecological  limits.”  [i]  According  to DAWN,  “The Rio+20outcome  document  has  relegated women’s  rights  and  gender  equality  to  the  periphery  withoutrecognition  of  a  wider  structural  analysis”[ii],  which  stands  in  stark  contrast  to  the  1992  EarthSummit  when  linkages  between  gender  and  all  three  pillars  of  sustainable  development  werecomprehensively acknowledged. Although many of the Rio principles were reaffirmed at Rio+20,the  outcome  is  imbalanced  across  the  three  pillars, with  the  greatest  focus  being  on  economicgrowth.  The  outcome  of  Rio+20  “fails  to  tackle  the  systemic  inequities  of  the  internationalmonetary,  financial  and  trading  systems;  and  prioritizes  economic  growth  over  the  ecology  andequity.”[iii]  As  long as  this  is  the  case, we will  never  see  true  sustainable  development  and wefurther jeopardize our and our planet’s existence“The  right  to  development  is  great,  but  the  right  to  what  development  and  whose  right  todevelopment,” Sen asks.  [iv] We must continue  to  think critically about  these questions and digdeep  into  the  tiresome  rhetoric  to  unveil  the  problematic  underlying  assumptions  that  keep  uslocked  in  the  same  vicious  cycle.  I  personally  see  the  answer  lying  in  a  21st  feminism—betterknown as a critical  lens concerned with  issues of social  justice and equality  that aims  to  revealsystems of subordination and generate integrated ways of addressing these sources of injustice—a  lens  that  looks holistically at gender and various axes of difference, and not  just women. This21st  century  approach  must  confront  conventional  paradigms  and  open  up  new  spaces  bychallenging us to challenge ourselves—a mission that requires us to reconnect with each other inreal ways. Only  then will we see  true sustainable development…with isthe first one out of two. The second one can be found here. This  past  June  I  attended  the  2012  United  Nations  Conference  on  Sustainable  Development,better  known as   Rio+20  ,  in  Rio  de  Janeiro  Brazil.  It marked  the  twentieth  anniversary  of  theUnited  Nations  Conference  on  Environment  and  Development  (Rio­92)  and  was  supposed  toserve as a milestone event in defining the future sustainable development agenda.Like many,  I was extremely disappointed by  the event. However,  I was particularly disappointedwith respect to the gender and development discourse and the integration, or lack thereof, of thegender  agenda.  The  discourse  was  more  of  the  same  tiresome  rhetoric  and  hollowed  outbuzzwords. ‘Empowerment’ and ‘sustainability’ seem to have lost all meaning, entering in one earand out the other––of everyone. The rights­based agenda, which advocates for the empowermentof women as an end in itself, appears to have slid off the table as we increasingly instrumentalizewomen’s roles, throwing responsibility onto them to protect our environment and save our world.Essentialized depictions of women as  ‘reproducers’  ‘carers’,  ‘nurturers’,  ‘vulnerable victims’, andpotential ‘saviors’ of the environment were rampant.It was the same discourse with the same women. We are talking amongst ourselves and we areonce  again  talking  predominantly  about women,  as  opposed  to  gender  in  terms  of  the  sociallyconstructed relations between men and women. I must say that the new nomenclature of the UNWomen initiative is not helping this situation. (I am of the opinion that the UN Women, as an armwithin the UN, should be serving more as a mediating and monitoring body for the integration of acomprehensive approach  to gender across  its departments, as opposed  to calling  itself out andsomewhat  removing  itself  from  the  larger  picture  by  creating  its  own  events,  initiatives,  andprograms.)This  mind­numbing  gender  discourse,  and  wider  negotiations  for  that  matter,  reflected  theenvironment  in which they were housed. The event  took place at  the  isolated Rio Centro, whichwas both physically and emotionally removed from the creative energy of the city.  On the westernoutskirts of Rio, the Centro oozed a staleness and a stifling dehumanized feeling. The atmospheremade me feel empty and ignited my cravings to be at the lively People’s Summit (Cupula do Povo)taking place downtown. The Athlete’s Park, which sat next  to Rio Centro and hosted a series ofopen side events, was even worse. There were people walking around and filling the tents, but thespace felt abandoned—abandoned of human life. Logos of corporate sponsors flanked the tentsand  there  was  this  underlying  commercial  feeling,  like  you  were  supposed  to  buy  something.Perhaps that was because you were. You were supposed to buy the idea that business as usual ismoving us towards the more sustainable  ‘future that we want’ (which became the title of Rio+20outcome document).Nevertheless, amidst this barrenness there were some small pockets of hope and inspiration thatdid shine through, and they came in the form of several moments over the course of the week thatdeeply impacted me and my thinking. One of those moments was a conversation I had on the busone morning with a woman in a senior role at the United Nations (UN).5/25/2017 2/3We boarded the Rio+20 buses outside Copacabana beach and got ready for the two­hour journeyout  to  the Rio Centro.  I sat down next  to a woman who  looked to be  in her  late  fifties. She wasintensely scrolling through the emails on her smart phone. I waited until she put the phone downand  then  turned  and  asked  her  what  organization  she  was  from.  She  turned  to  me,  slightlyawkwardly, slightly curtly, and with a thick German accent said, ‘The UN’ and then quickly turnedaway. I nodded and continued, ‘What do you do there?’ She informed me of her specific role. Sheturned away again and we sat  silently. After a somewhat awkward pause,  she  turned her headslightly, but didn’t make eye contact, and said ‘And you?’ I told her that I was helping out with anNGO working on global island partnerships at the Rio Centro, but I that gender and sustainabilitywas my field. As soon as I said the word gender, her head perked up and she cracked a smile ofinterest.From  there,  our  conversation  unfolded  into  the  most  amazing  hour  and  half­long  feministdiscussion. She told me that all  the decisions at  the UN are still made by men, and all  the glorygoes  to  them.  “Women  were  allowed  to  have  the  environment  branch  within  the  UN  whenenvironment was marginalized as an unimportant field, but in 1992 when the environment becamean important global agenda issue, the men took it back and got rid of  the women in positions ofpower”, she  told me, adding  that,  “It  is hard,  I have been  fighting  this  the whole way, my wholecareer, the same story”.“I  didn’t  have children, but  I  have a niece and  I  look at her work­life  situation and  it makes meupset”, she continued. “She is living at home with her small child and her husband at work and thesystem does not let her work. The conservative government in her country has cut back on statechildcare, so she cannot work a full­time job. Flex­time is fine, but I would not hire a woman in ahigh level position if she can only work a couple days a week—she will never be able to build hercareer up at part­time; she will have  to stay  lower down on  the  ladder as  long as she  is not  fulltime. We  fought so hard before and made headway, and now with backlash, we are  like,  ‘Whatwas that all for if this is where we are?’” I nodded my head the whole way through. I know.After we connected on a feminist level, she had loosened up and felt more comfortable talking tome. She talked about her experiences and her general feelings about the Rio+20 event. She wasat Rio 1992 and said that it had had much more energy, innovation and passion than this summit.“People  were  buzzing  in  1992”  she  explained,  “but  this  time  they  are  not”,  noting  part  of  theproblem  to be  the prevalence of empty  rhetoric by speakers at  this event).  It was  reassuring  tohear this senior­level UN professional, who had been involved in all of the high level negotiationsleading to the Rio+20 outcome document (´The Future We Want´), felt the same way I did.She continued by  telling me  the details of  the Rio+20  referendum  that was passed on  the  ‘TheFuture We Want’ document the day prior. It was 49­pages long and many principles from 1992’sAgenda  21  were  reinforced.  Social  and  human  development  language  was  incorporated  shenoted, with a slight  rise  in her voice, but she continued by stating  that  it was  rather buzzwordy,especially with  the pervasiveness of  the word  ‘sustainable development’, which now, present  ineverything, has come to mean nothing. She said it looks as though no countries are going to touchthe document when the heads of state arrive tomorrow for the closed final meetings and that thenations are going to agree to it as is, which she was surprised about.Later that day, following this conversation, I had a revelation as I walked through the conferencecenter  to a side panel. As  I  looked at  the heads of people buried  in  their  smartphones, movingaround robotically,  I  realized something: They don’t want  this!  It was an epiphany. These peopledon’t want  this either—this  is not human. These  robotic human bodies, slaves  to  the Neoliberalsystem,  want  the  energy  and  connections  that  the  others  are  feeling  at  the  Culpula  People’sSummit downtown where  I had spent  the previous weekend, and where  the  truth  to sustainabledevelopment sits. But  they are  trapped here and don’t  know how
