(Keith)In Chapter Two, Stern looks at different sectors and discusseshow technological advances can help the transition from a low­carbon pathway without compromising national developmentagendas and concerns. However, while new approaches such asclimate smart agriculture  are discussed as ways to meetadaptation and mitigation goals, there is insufficient discussion ofthe larger political economy that often disallows the marginalisedor those most vulnerable to climate change to reap the benefits ofinnovative approaches. This ‘technophilic optimism’ argues thattechnological innovation will usher in change that is widespreadand fast enough to mitigate and adapt to climate change impacts.Yet it fails to acknowledge that in spite of technologicaladvancements, factors such as the receptivity of nationalgovernments, differing institutional architecture in differentcontexts, differential capacity to access and use the innovationand socio­cultural norms may impede adoption. Although Sterndoes note that ‘change does not, however, come from technologyalone. Other economic, philosophical, and political factors maybe important too, and some might argue, would be logically prior’(93), a deeper discussion of how policies are mediated, and oftenDecisionMakingbyChristopherShawNovember 30th, 2015BookReview:Jerusalem:TheSpatialPoliticsof aDividedMetropolisby AnneB. ShlayandGilladRosenNovember 25th, 2015thwarted, by the aforementioned factors would be welcome. Thesections on the roles of values (how our notions of responsibilityregulate behaviour) or community and networks in shapingpolicies for dynamic change are particularly thin (half to one pageeach in a book of 325 pages) in comparison to the pages devotedto the role of financial institutions in addressing the challengesthat climate change poses.Chapter Six draws on multiple discourses of moral philosophy tomake an argument for fast and robust climate change action. Thediscussion is refreshing because it critiques the consequentialistviewpoint of climate change impacts that economists take(evaluating policy or action based on its consequences), andargues that non­consequentialist approaches that appeal to ideasof morality, ethics, justice and rights strengthen the case forurgent climate change action. Stern acknowledges that hisarguments draw lopsidedly from European traditions of ethicalthought and this is a great loss since Indian philosophy (amongstothers) has constructs such as karma (action), dharma (way ofrighteousness) and nyaya (justice) that would make the argumentfor climate change action more plural.In the concluding chapter, Stern summarises why, in spite ofever­improving scientific understanding about the risks andimpacts of climate change and the powerful ethical argument foraction, the planning and implementation of the climate agenda isnot at the scale or urgency required. He finds that inaction stemsout of analytical issues around arguments by climate deniers,inadequate communication of the magnitude of the climatechange problem, psychological and socio­cultural impediments toaction and structural and institutional barriers, such as thepolitical economy of the climate change issue (especially in acontext where some countries hold disproportionate influence ininternational agreements). Citing past examples of social changefrom dissuasion of drink­driving to successful HIV/AIDSawareness campaigns, Stern argues that along with goodscience, strong institutional mechanisms and internationalcooperation, social pressure and inspired leadership can helptackle the twin challenges of the 21st century: global poverty andLog In
