Organised Crime in Poland in the 1980s and at the Beginning of the Transformation Period from the Perspective of Criminological Sciences. Criminological Initiatives to Prevent and Combat Organised Crime

Abstract

The article on Organised Crime in Poland in the 1980s and at the Beginning of the Transformation Period from the Perspective of Criminological Sciences. Criminological Initiatives to Prevent and Combat Organised Crime is divided into four main parts. They are: Introduction (Problems of Organised Crime in the People’s Republic of Poland), Organised crime at the beginning of the transition period and its assessment and Criminological initiatives to prevent and combat organised crime. The third part of the article is devoted to the most important scientific conference on organised crime, community-wide initiatives (Foundation Against Organised Crime), and the Advisory Team of the Defence Affairs Committee of the Council of Ministers on Contemporary Crime. In the final part of the article (Concluding remarks), the author stresses that the expertise and previous achievements of the members of the Advisory Team of the Defence Affairs Committee of the Council of Ministers (1995-1997) were allegedly taken into account in the work of the ‘Team for the Coordination of Organised Crime Surveillance Activities’ established in 1997 under the chairmanship of the Minister of Internal Affairs and Administration. Today, the initiative by the Minister of Justice Zbigniew Ziobro deserves special recognition for establishing on 11 July 2018 the Institute of Economic and Financial Expertise in Łódź.Artykuł pt. ‘Przestępczość zorganizowana w Polsce w latach 80. i na początku okresu transformacji z perspektywy nauk kryminologicznych. Inicjatywy kryminologiczne w zakresie zapobiegania i zwalczania przestępczości zorganizowanej’ podzielony jest na cztery główne części. Są to: Wprowadzenie (Problemy przestępczości zorganizowanej w PRL), Przestępczość zorganizowana na początku okresu transformacji i jej ocena, Inicjatywy kryminologiczne w zakresie zapobiegania i zwalczania przestępczości zorganizowanej. Trzecia część artykułu jest poświęcona pierwszej konferencji naukowej dotyczącej przestępczości zorganizowanej, inicjatywom ogólnospołecznym (Fundacja Przeciwko Przestępczości Zorganizowanej) oraz Zespołowi Doradczemu Komitetu Rady Ministrów do spraw Bezpieczeństwa Narodowego i Spraw Obronnych (1995-1997). W końcowej części artykułu (Uwagi końcowe) autor, m. in., podkreślił znaczenie wiedzy i dotychczasowego dorobku członków tego Zespołu Doradczego. Z dzisiejszej perspektywy dowodzi tego inicjatywa Ministra Sprawiedliwości Zbigniewa Ziobro, który w dniu 11 lipca 2018 r. powołał do życia Instytut Ekspertyz Ekonomiczno-Finansowych w Łodzi. Tym samym po ponad 20 latach został wreszcie zrealizowany jeden z najważniejszych postulatów wspomnianego wyżej Zespołu.Der Beitrag u. d. T. Titel ‘Die organisierte Kriminalität in Polen in den 1980er Jahren sowie zu Beginn der Übergangszeit aus der Sicht der kriminologischen Wissenschaften. Kriminologische Initiativen zur Prävention und Bekämpfung der organisierten Kriminalität’ ist in vier Hauptteile gegliedert: Einführung (Probleme der organisierten Kriminalität in der damaligen Volksrepublik Polen), dann Organisierte Kriminalität zu Beginn der Transformationsphase und ihre Bewertung, und demnächst Kriminologische Initiativen zur Verhütung und Bekämpfung der organisierten Kriminalität. Der dritte Teil des vorliegenden Aufsatzes befasst sich mit der I. wissenschaftlichen Konferenz, die das organisierte Verbrechen sowie gemeinschaftsweite Initiativen (Stiftung gegen das organisierte Verbrechen) als auch den Beraterteam des Ausschusses des Ministerrates für nationale Sicherheit und Verteidigungsangelegenheiten (1995-1997) thematisierte. Im letzten Teil des Artikels (Abschließende Bemerkungen) wurden u. a. die Bedeutung der Kenntnisse sowie die bisherigen Leistungen von Mitgliedern dieses Beraterteams zusammengefasst und hervorgehoben. Die Bedeutung dieses Teams und die Ergebnisse seiner Tätigkeit wurden vom Justizminister Zbigniew Ziobro hervorgehoben, der am 11. Juli 2018 das Institut für Wirtschafts- und Finanzexpertise in Łódź bildete. Damit wurde nach mehr als 20 Jahren eine der wichtigsten Forderungen des oben genannten Teams endlich umgesetzt.Статья «Организованная преступность в Польше в 1980-е годы и начале переходного периода с точки зрения криминологических наук. Криминологические инициативы по предупреждению и борьбе с организованной преступностью» состоит из четырех основных частей. В них представлены проблемы организованной преступности в Польше, дается оценка организованной преступности в начале переходного периода, описываются криминологические инициативы по предупреждению и борьбе с организованной преступностью. Третья часть статьи посвящена первой научной конференции на тему организованной преступности, общественных инициатив (напр. деятельность Фонда по борьбе с организованной преступностью) и деятельности Консультативной группы Комитета Совета министров по вопросам национальной безопасности и обороны (1995–1997). В заключительной части статьи автор подчеркивает важность знаний и прошлых достижений, накопленных членами Консультативной группы. В сегодняшней перспективе об этом свидетельствует инициатива министра юстиции Збигнева Зиобро, который 11 июля 2018 года учредил Институт экономической и финансовой экспертизы в Лодзи.
