Latin America has not been unrelated to the recent changes of the global geopolitics in the 21st century, which has imposed challenges and the reformulation of the international agenda, forcing to review issues such as the North-South relationship from the diplomatic corps, but also from the economic and political. This fact has caused that regional leaders argue that the best way to negotiate, in terms of trade policy instruments, is as a unit, due to which not only improve the terms of trade, but that these contribute effectively to the development, making way to a reorganization of forces and relations of power in the region, which has derived in the categorization and the emergence of middle and regional authorities, with impact in the international system. In this respect, some of the changes in Latin America that are part of the process of transition for their articulation to the new perspective of international cooperation are identified, and the key role of this area and its implications for regional development, from the corresponding responsibility.América Latina no ha sido ajena a los cambios recientes de la geopolítica mundial en el siglo XXI, lo cual ha impuesto retos y la reformulación de la agenda internacional, obligando a revisar temas tales como la relación Norte-Sur desde lo diplomático, pero también desde lo político y económico. Esta realidad ha hecho que los líderes regionales argumenten que la mejor manera para negociar, en términos de instrumentos de política comercial, es en bloque, debido a que no solo mejoran los términos de intercambio, sino que estas contribuyen de manera efectiva al desarrollo, dando paso a una reorganización de fuerzas y relaciones de poder en la región lo cual ha derivado en la categorización y el surgimiento de potencias medias y regionales, con impacto en el sistema internacional.
