Venezuela: coastal zone planning and management from an integrated view. Analysis of the Decree with Force of Coastal Zone Law and the Draft Decree of the Plan for Integrated Coastal Zone Planning and Management of the Bolivarian Republic of Venezuela

Abstract

Las zonas costeras son un espacio con diversidad de recursos, atractivo para el asentamiento de poblaciones, lo que ha causado la perdida y degradación acelerada y continua de los ecosistemas y sus servicios. Esta condición ha implicado retos por parte de investigadores y gobernantes en el mundo, planteándose la necesidad de reorientar la gestión pública, con el fin de abordar los problemas sociales, económicos y ambientales de forma integrada. Venezuela no escapa de esta realidad, los cambios en la gestión pública y específicamente los referidos a las zonas costeras, tienen su base en la Constitución de 1999 que planteó un modelo alternativo de desarrollo. Esta investigación se centra en el análisis de la ley y el plan de la ordenación y gestión de las zonas costeras, tomando en cuenta el Decálogo de la Gestión Integrada de Áreas Litorales para comprender la orientación del modelo de gestión y comprobar si conducen a una gestión integrada y a la Sostenibilidad del Bienestar Humano.The coastal zone is an area with a variety of resources, attractive for settlement of population. All these factors have been causing the accelerated and continued loss and degradation of the ecosystems and their services. This condition has involved challenges by researchers and leaders in the world, considering the need to reorient public management, in order to address the social, economic and environmental problems in an integrated way. Venezuela does not escape this reality. Changes in public management and, specifically, in those relating to coastal areas have their base in the Constitution of 1999, which posed an alternative model of development. This research focuses on the analysis of the law and the plan for the planning and management of coastal zones, taking into account the Decalogue of the Integrated Management of Coastal Areas to understand the orientation of the management model and check if the Venezuela’s legal norms lead to integrated management and Sustainability of Human Welfare.61 páginas documento y 27 páginas de anexos, formato PDF 3,94 M
