Abstract
We live in this century, the information age, which causes revolution in technological aspects and in particular the communication information. This evolution has affected all sectors of society, including the public administration. With higher education institutions is no different, because they are great producers of a documentary and informational immense. The purpose of this article is to present a study on the right to information, access and how this process within the framework of a federal public institution of higher education. This is a case study, adopting the qualitative research through literature review, and review its regulatory and management instruments, analysis of documents, participant observation, and visit to the archives and the citizen information service (SIC) of the institution. We analyzed the normative instruments of the institution, which are: PDI, the Statute, rules of procedure general rules of procedure, the rectory, the management plan of the archives are: PDI, the statute, rules of procedure general of procedure, the rectory, the management of the current administration and other resolutions related to the topic. It was noted that, in relation to the right to information, the institution already serves what requires the acess to information act (LAI) with the implementation and consolidation of the citizen information service (SIC). Essa evolução tem afetado todos os setores da sociedade, inclusive a administração pública. Com as instituições de ensino superior não é diferente, visto serem grandes produtoras de uma imensa massa documental e informacional. O objetivo deste artigo é apresentar um estudo sobre o direito à informação, o acesso e como se dá esse processo no âmbito de uma instituição pública federal de ensino superior. Trata-se de um estudo de caso, adotando-se a pesquisa qualitativa, através de revisão bibliográfica, revisão nos seus instrumentos normativos e de gestão, análise documental, observação participante e ainda visita in loco aos arquivos e ao Serviço de Informação ao Cidadão (SIC) da instituição. Analisou-se os instrumentos normativos da instituição, quais sejam: O PDI, o Estatuto, Regimento Geral, Regimento Interno da Reitoria, o Plano de Gestão da atual administração e demais Resoluções atinentes ao tema. Constatou-se que, em relação ao direito à informação, a instituição já atende o que preceitua a Lei de Acesso à Informação (LAI) com a implantação e consolidação do Serviço de Informação ao Cidadão (SIC). Conclui-se que a nível institucional, a UFRN tem avançado nessa questão e que a consolidação do acesso às informações preceituadas pela LAI já é uma realidade na instituiçã
