The Role of Institutions in Energy Transition: The Example of the Križevci Climate Innovation Laboratory

Abstract

Križevački laboratorij inovacija za klimu (KLIK) primjer je kako organizacije građana mogu imati izniman utjecaj na ostvarenje razvojnih ciljeva zajednice. KLIK je u samo nekoliko godina postao jedan od glavnih dionika razvoja grada Križevaca te primjer kako je uključivanje građana jedna od glavnih pretpostavki uspjeha razvoja odozdo. Otvaranjem energetsko-klimatskog ureda, informiranjem građana o mogućnosti ulaganja u obnovljive izvore energije i dostupnim subvencijama učinjen je važan korak energetske tranzicije koju je gradska vlast postavila glavnim strateškim ciljem kroz misiju „Križevci 2030. – energetski neovisan grad“. Prvi energetsko-klimatski ured u Hrvatskoj iznimno je posjećen od strane građana koji u Križevcima na jednom mjestu besplatno dobivaju sve potrebne informacije i savjete te administrativnu pomoć kod prijava za subvenciju projekata OIE. Razne aktivnosti KLIK-a poput edukacija, predavanja na različite teme vezane uz energetiku, održivost, ekološku poljoprivredu i dr., dokaz su da napori građanskih organizacija mogu postati temelj uspješnih razvojnih priča poput križevačke energetske tranzicije. Aktivnost KLIK-a pokreće križevačku lokalnu zajednicu u smjeru ublažavanja negativnog utjecaja na klimu i okoliš te usvajanja zelenih i održivih praksi preporučenih Europskim zelenim planom i drugim strateškim dokumentima. KLIK kao zajednica građana ima nepobitno važnu ulogu u ostvarenju najvažnijeg strateškog cilja grada Križevaca, energetske neovisnosti do 2030. godine.The Križevci Climate Innovation Laboratory (KLIK) is an example of how citizen organizations can have an extraordinary impact on the achievement of community development goals. In just a few years, KLIK has become one of the most important actors in the development of the city of Križevci and is an example of how citizen participation is one of the most important conditions for the success of a bottom-up development. With the opening of the Energy and Climate Office, which informs the citizens about a possibility of investing in renewable energy sources and available subsidies, an important step has been taken in the energy transition that the City Council has set as its main strategic goal by virtue of the Križevci 2020: An Energy‐Independent City mission. The first energy-and-climate office in Croatia is highly frequented by the citizens, who may obtain all necessary information and may be consulted at the Križevci one-stop shop (OSS) free of charge, as well as be provided with administrative support while applying for the RES project funding. Various KLIK activities, such as trainings, lectures on various energy-related topics related, sustainability, ecological agriculture, and the like, are a proof that the citizen organization efforts can be a basis for successful development stories, such as the one pertaining to energy transition in Križevci. The KLIK activities inspire the local community of Križević to reduce the negative impacts on climate and environment and to adopt green and sustainable practices recommended by the European Green Plan and other strategic documents. As a citizen community, KLIK plays an undeniably important role in the obtainment of the main strategic goal of the City of Križevci—that is, energy independence by the year 2030
