Beginnt das De-Risking? Entwicklung des deutschen Außenhandels mit China im ersten Halbjahr 2023 und Weiterentwicklung des IW-Monitorings zu den Einfuhr-Abhängigkeiten von China

Abstract

Eine Analyse des Außenhandels mit China und der Einfuhrabhängigkeiten von China im ersten Halbjahr 2023 zeigt: Gegenüber dem ersten Halbjahr 2022 sanken die deutschen Ausfuhren nach China um über 8 Prozent und die deutschen Einfuhren aus China um knapp 17 Prozent. Eine tiefere Analyse verdeutlicht, dass dafür Entwicklungen in nur wenigen Branchen prägend waren: Dazu zählt auf der Einfuhrseite vor allem eine negative Sonderentwicklung im Chemie-Bereich. Allein auf sie gehen 14 Prozentpunkte des gesamten Einfuhrrückgangs von 17 Prozent zurück. Demgegenüber kam es zu einem deutlichen Einfuhranstieg bei Elektrischen Ausrüstungen um 25 Prozent und bei Kraftfahrzeugen und -teilen von 75 Prozent im Vorjahresvergleich. Diese beiden Effekte summieren sich auf einen einfuhrseitigen Wachstumsbeitrag von fast 5 Prozentpunkten. Die Entwicklung bei Kraftfahrzeugen und -teilen führte auch auf der Exportseite zu markanten Effekten: Der Ausfuhrrückgang von 21 Prozent trägt zu drei Vierteln zum Gesamtrückgang von über 8 Prozent bei.An analysis of German foreign trade with China and import dependencies on China in the first half of 2023 shows: Compared to the first half of 2022, German exports to China fell by over 8 per cent and German imports from China by almost 17 per cent.
