This research examines the community empowerment system through waste banks in Pegalangan Kidul village, Probolinggo city. The community empowerment system through the waste bank is a government institution that focuses on waste management in Pegalangan Kidul village with the aim of reducing plastic waste and being able to utilize bottle and paper waste. The aim of this research is to illustrate to the public that waste can be used and can generate money so that it can help the community's economy. And don't think that waste is just waste that can't produce anything. The community empowerment system through the waste bank program is very helpful to the Pegalangan Kidul village community. Previously, people thought that waste had no value. However, with the waste bank program, people are aware that waste can produce results. The research method used is qualitative with a phenomenological type of research. The subject determination technique uses purposive sampling. This research was conducted at the village office which is located in Pegalangan Kidul village, Maron subdistrict, Probolinggo city. The data collection methods used were observation, interviews and documentation. The data analysis technique used is interactive model data analysis from Miles, Huberman and Saldana. To analyze the problem, the researcher used Talcott Parsons' structural functionalism theory. The results of this research show that the community empowerment system through the waste bank program considers that waste goods can still be utilized and can also make money and can help the economy of the unemployed Pegalangan village community who are housewives.
