MODEL NETWORK GOVERNANCE DALAM PENCEGAHAN PERNIKAHAN DINI DI KABUPATEN HULU SUNGAI UTARA

Abstract

This research explores the Network Governance model in preventing early marriage in Hulu Sungai Utara Regency. The main problem is the increasing number of early marriages which affect the welfare and future of teenagers. The aim is to understand the implementation of Network Governance in the context of preventing early marriage, to uncover internal and external factors that influence its effectiveness, and to provide suggestions for improving the program. The research method uses a qualitative approach with interviews and document analysis as data collection techniques. Data was collected from various sources such as interviews with relevant actors and analysis of policy documents related to preventing early marriage. The research results show that the Network Governance model involves collaboration between the Women's Empowerment and Child Protection Service, Religious Courts, and the Office of Religious Affairs with authority according to the capacity of each actor, while also involving families, community leaders, religious leaders and non-governmental organization. During socialization to prevent early marriage. The decrease in the number of early marriages in 2022 and 2023 shows the positive impact of this collaboration. However, there are still internal obstacles such as limited resources and budget, as well as external obstacles such as the mindset and culture of the community which influence the effectiveness of the program. Based on these findings, it is recommended to increase collaboration between actors, involve the community, carry out direct outreach in the field, and carry out regular evaluations to monitor performance
