Thus, on May 26, 2022, the Ministry of Digital Transformation together with the Ministry of Economy and BRDO (Better Regulation Delivery Office - Office of Effective Regulation) launched a new service for entrepreneurs - “eDeclaration” on the portal “Action” [1-3; 6]. As of May 28, 2022, the Government approved a draft amendment to the Customs Code of Ukraine (developed by the Ministry of Finance together with the State Customs Service with the support of the Office of Reforms under the Ministry of Finance and EU4PFM) for international application of New Computerized Transit System (NCTS). customs clearance of goods and subsequent harmonization of the Customs Code of Ukraine with the EU Customs Code. This bill will be submitted to the Verkhovna Rada of Ukraine [6]. As of May 31, 2022, thanks to the extension of the enterprise relocation program introduced by the Ministry of Economy, 606 enterprises have already completed relocation from areas where hostilities continue, 392 of them are still working successfully, creating jobs and paying taxes. The program additionally provides assistance to local businesses, namely: assistance in finding new markets, ordering the necessary raw materials, export support, assistance in expanding production and recruitment [4; 6].  NCTS testing for compliance with the provisions of the Convention on a common transit procedure is nearing completion. It is expected that by the end of 2022 Ukraine will complete an evaluation mission and accede to the Convention, as well as to the Convention on the Simplification of Formalities in Trade in Goods. This decision defines the main objectives of the next implementation of EU customs legislation in Ukraine, namely: the possibility for Ukrainian enterprises to apply transit declarations using NCTS within 36 countries of the world, without drawing up any other transit documents - this will speed up the passage of goods across customs borders; expanding the range of enterprises to which customs simplifications will be available; introduction of the European decision-making system for granting ІІІ МІЖНАРОДНА НАУКОВО-ПРАКТИЧНА ІНТЕРНЕТ-КОНФЕРЕНЦІЯ «ІМПЕРАТИВИ ЕКОНОМІЧНОГО ЗРОСТАННЯ В КОНТЕКСТІ РЕАЛІЗАЦІЇ ГЛОБАЛЬНИХ ЦІЛЕЙ СТАЛОГО РОЗВИТКУ» 10 ЧЕРВНЯ 2022 РОКУ    150 authorizations for simplifications and other decisions on the application; introduction of the European model of preliminary decisions on classification and country of origin of goods; introduction of the European practice of guaranteeing the payment of customs duties with the possibility to release from the guarantee of enterprises that move any goods, not only those listed [5; 6]. On May 5, 2022, the Cabinet of Ministers of Ukraine amended previous decisions on providing state financial support to business entities to create a unified approach to the application of state programs “Affordable Loans 5-7-9%” and “Affordable Financial Leasing 5-7-9 % “, As well as in order to expand the capabilities and the subject range of these programs. This decision of the Government provides an opportunity to provide financial state support to businesses under these programs and credit support based on portfolio guarantees. Relevant changes are made to the following documents: the procedure for providing state financial support to business entities; the procedure for providing financial state support to small and medium enterprises under financial leasing agreements; the procedure for providing credit guarantees on a portfolio basis [6].  Such efforts by the authorities will have a positive effect on the intensification of business in Ukraine, which was shocked in the first months of the war. At the same time, a more substantial resumption of operations in wartime requires broader measures to strengthen consumer demand, increase the availability of logistics capacity, manpower, guarantee wartime risks, and stabilize and forecast inflation and exchange rates. The government must continue to improve the means of supporting business, which is one of the main tasks of public policy, which will ensure the viability, sustainability and balance of the economy in wartime [5; 6].
