Learning processes in a base organisation: between self-management and emergency management in the south of the Buenos Aires suburban area

Abstract

En el año 2019, producto de la vinculación entre organizaciones sociales de base y la universidad pública, inició un proceso de conformación de una precooperativa autogestiva de hábitat en un barrio de San Francisco Solano (Municipio de Quilmes). El objetivo de esta alianza fue construir algún nivel de solución habitacional a escala territorial. Este proceso estuvo atravesado por la pandemia de la COVID-19 y un conjunto de medidas estatales orientadas a superar la crisis sanitaria y socioeconómica: por un lado, el aislamiento social, preventivo y obligatorio; por otro lado, el programa Potenciar Trabajo, implementado para mejorar las condiciones de vida de la población económicamente vulnerable a partir de la generación de trabajo en el propio barrio. Este artículo tiene por objetivo problematizar, reconstruir y analizar el modo en que una organización social de base se vinculó con otras organizaciones sociales, institutos de I+D y políticas públicas; cómo influyó la pandemia de laCOVID-19 en esta trayectoria; qué nuevos conocimientos y capacidades de gestión territorial se generaron; y la manera en que se relacionaron y se construyeron las diferentes agendas de problemas durante esta trayectoria. Para ello, se adoptó una metodología que combina analíticamente fuentes primarias de información tomadas en dos períodos diferentes : 1) relevamiento socioambiental y sociohabitacional vía encuestas (enero 2020); y 2) entrevistas en profundidad a referentes barriales (2021-2022).In 2019, as a result of the entailment between grassroots social organizations and the public university, a process of forming a self-managing habitat precooperative began in a neighborhood of San Francisco Solano (Municipality of Quilmes). The objective of this alliance was to build some level of housing solution on a territorial scale. This process was crossed by the COVID19 pandemic and a set of state measures aimed at overcoming the health and socio-economic crisis: on the one hand, the “Aislamiento Social, Preventivo y Obligatorio”; on the other hand, the “Potenciar Trabajo”, implemented to improve the living conditions of the economically vulnerable population from the generation of work in the neighborhood itself. This article aims to problematize, reconstruct, and analyze: the way in which a grassroots social organization linked up with other social organizations, R&D institutes, and public policies; how the COVID-19 pandemic influenced this trajectory; what new knowledge and territorial management capacities were generated; and the way in which the different agendas of problems were related and built during this trajectory. For this, the work adopted a methodology that analytically combines primary sources of information taken at two different moments: 1) socio-environmental and socio-housing surveys (January 2020) and 2) in-depth interviews with neighborhood leaders (2021-2022).Fil: Bidinost, Agustín Ignacio.
