Abstract

Kingdom of Serbs, Croats and Slovenes (later renamed to Kingdom of Yugoslavia) was from its creation until the end of its existence burdened by political and national problems that never found adequate answers. The author analyzes the electoral system of the Kingdom in its three phases: the system of the Kingdom of Serbs, Croats and Slovenes; the system of the Kingdom of Yugoslavia and the system that has existed since the creation of the Banovina of Croatia until the collapse of the state in the year of 1941. Although all three phases of the history of the electoral system had its roots in the electoral systems of the Kingdom of Serbia, there were significant differences among them. They were the mirror of political problems, as well as constant inter-ethnic antagonisms. A characteristic of all election laws of the Kingdom of Yugoslavia was the absence of universal suffrage because women and some categories of the male population did not have the right to vote. In addition, electoral systems were often designed to favor large, regime parties. That has threatened parliamentarism, which was even twice completely abolished.Zajednička država Južnih Slovena je od nastanka do kraja svog postojanja bila opterećena političko – nacionalnim problemima za koje nikada nije pronađeno adekvatno rešenje. U ovom radu autor analizira izborni sistem međuratne države kroz tri njegove faze: sistem Kraljevine SHS, sistem Kraljevine Jugoslavije i sistem koji je postojao od stvaranja Banovine Hrvatske do sloma države 1941. godine. Karakteristika svih izbornih zakona Kraljevine Jugoslavije jeste odsustvo opšteg biračkog prava, jer je ono ženama, kao i delu muškog stanovništva bilo uskraćeno. Takođe, izborni sistemi su često bili konstruisani tako da favorizuju velike partije, a posebno režimsku stranku, što je ugrožavalo normalan politički život i demokratičnost parlamentarizma (koji je dva puta čak bio i ukinut)
