This project examines the reasons behind the high reversal frequency at the Danish municipal authority The Board of Appeal (Ankestyrelsen) concerning the municipalities’ decisions regarding adult disability applications. With a mixed method approach, the project seeks to understand the variations in reversed decisions within the 98 Danish municipalities through both statistical analyses and eight qualitative interviews with authoritative social workers. The statistical analysis somewhat indicates that political stability and economic circumstances in the municipalities are relevant factors when it comes to understanding the reversal rate. Within the theoretical framework of implementation researchers such as Lipsky and institutional aspects from March &amp; Olsen, the interviews reveal clashes between the social workers’ professional values and the political hierarchy, when politicians try to control the finances and the social workers’ authoritative decisions. Furthermore, the interviews indicate that flawed legislation and a high level of discretionary authority creates unpredictable outcomes and problematic use of the Board of Appeal that potentially increases the reversal rate and weakens disabled citizens’ legal certainty
