This article aims to present the municipal management of philanthropic, non-profit private institutions, working in the area of education in the city of Franca (SP) specifically in early childhood education, daycare segment, in the period considered from 1998 to 2011. early childhood education in the Brazilian scenario, the changes that have taken place in the institutions that care for children from zero to six years of age, with the new legal system, the transition from Social Assistance to Education and the main challenges experienced by municipal managers in the relationship between public power and affiliated institutions. Este artigo tem como objetivo apresentar a gestão municipal de instituições privadas filantrópicas, sem fins lucrativos, atuando na área da educação na cidade de Franca (SP) especificamente na educação infantil, segmento creche, no período considerado de 1998 a 2011. Aborda, inicialmente, a educação infantil no cenário brasileiro, as mudanças ocorridas nas instituições de atendimento a crianças de zero a seis anos, com o novo ordenamento legal, da transição da Assistência Social para a Educação e os principais desafios vivenciados pelos gestores municipais na relação entre poder público e instituições conveniadas
