Barriers of the introduction to the practice of modern techniques and technologies in agri-food sector

Abstract

Po odejściu od gospodarki centralnie planowanej, która z perspektywy sektora rolno-spożywczego w Polsce była raczej gospodarką ustawicznych niedoborów, nastąpiło przesunięcie priorytetów od „więcej, lepiej, taniej” do wymagań gospodarki rynkowej. Gwałtownie wzrosło wówczas znaczenie jakości produkcji, marketingu. Te działania spowodowały zwiększone zapotrzebowanie w sektorze rolno-spożywczym na nowe technologie przy zastosowaniu nowoczesnych technik wytwarzania, co pozwalało na uzyskanie produktu zgodnego z oczekiwaniami rynku i bezpiecznego dla konsumenta. Jednak nie wszystkie ogniwa triady „nauka – oświata – doradztwo” wspierające sektor rolno-spożywczy, w jednakowym stopniu dostosowały się do współczesnych reguł konkurencji. W artykule przedstawiono występujące w Polsce bariery wprowadzenia do praktyki w sektorze rolno-spożywczym nowoczesnych technik i technologii. Przedstawiono również propozycje usuwania barier w systemie wdrażania innowacji, których wyeliminowanie powinno przyczynić się do efektywnego rozwoju rolnictwa, rynków rolnych, przetwórstwa i dostosować sektor rolno-spożywczy do oczekiwań rynku i konsumentów.After withdrawal from the centrally planned economy which from perspective of agrifood sector in Poland was rather an economy of constant shortages, followed transfer of priorities from „more, better, cheap” to requirements of market economy. Violently increased then the meaning of quality of production and marketing. These activities caused enlarging application in agri-food sector on new technologies at use of modern techniques of production, what allowed obtainment of consistent product with expectations of market and safe for consumer. However not all links of the triad „the science - the education - the advisory” supporting the agri-food sector, in the similar degree adjusted to present rules of competition. In presented article barriers in introduction to practice to agri-food sector of modern techniques and technologies occurring in Poland. It was also presented proposals of elimination of barriers in the system of innovation initiation whose elimination should contribute to effective development of agriculture, agrimarkets, processing and adapt the agri-food sector to expectations market and consumers
