Since the climate policy framework was adopted by the Swedish parliament in June 2017, Sweden has aimed to become a fossil-free welfare nation. The goal is for Sweden to have no net greenhouse gas emissions by 2045 and subsequently achieve negative emissions. To reach this goal, the government has partnered with the business sector and directed its focus towards emission-intensive sectors such as energy, transportation, and basic industries. This collaboration has been characterized by significant technological optimism. Through green technological shifts, the competitiveness of Swedish industry is expected to strengthen, new jobs are to be created, and climate benefits exported to the world. In this transition narrative, the voices, dreams, and visions of the citizens are missing. Does Swedish climate policy need to become more inclusive to gain popular support, and what does that entail in practice? We have studied these questions in three Swedish localities intimately associated with the Swedish steel, oil, and cement industries: Lule\ue5, Lysekil, and Slite. We have spoken with people who live and work in these places to hear their stories about their city, their hopes and fears for the future, and their experiences of living in a time of transition.
