Tässä pro gradussa tutkitaan koronavirusepidemian vaikutuksia Tampereen kaupunginkirjaston toimintoihin. Tutkimus lähti liikkeelle kirjoittajan omasta ideasta ja kiinnostuksesta koronavirusepidemian aiheuttamiin poikkeuksellisiin seurauksiin. Tutkimuksen pohjana käytetään kirjastolaissa mainittuja toimintoja ja sen tutkimusote on laadullinen. Tutkimuksen teoreettisena taustana käytetään kontingenssiteoriaa.
Tutkimus toteutettiin kyselytutkimuksena loppusyksystä 2022 ja siihen kerättiin vastauksia Tampereen kaupunginkirjaston esihenkilöiltä ja muilta työntekijöiltä. Kuitenkin ainoastaan työntekijöille suunnattuun kyselyyn tuli riittävästi vastauksia, joten tutkimustuloksissa otettiin vain ne huomioon. Esihenkilöille suunnattu kysely kaatui monitulkintaisuuteen ja vaikeisiin kysymyksiin.
Tutkimustuloksista ilmenee selkeä yhteys kontingenssiteorian ja kyselyvastausten välillä. Vastauksista oli pääteltävissä, että tiukempien rajoitusten aikaan tilanne oli rakenteellisen kontingenssiteorian mukainen, sillä Tampereen kaupunginkirjastolla ei ollut yhtä paljon mahdollisuuksia vaikuttaa omaan toimintaansa kuin lievempien rajoitusten aikaan, vaan pikemmin täytyi sopeutua kullakin hetkellä vallinneeseen tilanteeseen. Myös keskinäisen riippuvuuden teoria toteutuu tuloksissa siten, että tiukempien rajoitusten aikaan Tampereen kaupunginkirjasto oli selvästi riippuvaisempi aluehallintoviraston, kaupungin ja THL:n tekemistä päätöksistä.
Tutkimus jäi suunniteltua suppeammaksi aikatauluhaasteiden vuoksi. Jatkotutkimuksia aihe jää kyllä kaipaamaan runsaasti, erityisesti ylempien työntekijöiden näkökulman ja vertailunäkökulman osalta. Esimerkiksi muiden kuntien kirjastoista voisi tehdä vastaavanlaisia tutkimuksia.In this master’s thesis, the effects of the COVID-19 epidemic to the functions of Tampere City Library are researched. The research started from the author’s own idea and inter-est in the exceptional consequences related to the epidemic. The functions mentioned in the library law are used as the basis of the research and the research extract is quali-tative. Contingency theory is used as the theoretical background for the research.
The research was implemented as a survey near the end of 2022 and answers for that were collected from the forepersons and other workers of Tampere City Library. How-ever, enough answers came only to the survey directed to other workers so only that was considered in the research results. The survey directed to the forepersons fell in ambiguity and difficult questions.
It appears from the results that there is a clear connection between contingency theory and the survey answers. It was figured from the answers that during stricter restrictions, the situation was adequate to the structural contingency theory as Tampere City Library didn’t have as many chances to influence its own operations as during the milder re-strictions, but they had to get acquainted with the ongoing situation at the responding moments. Also, the theory of interdependence is realized in the results so that at the time of stricter restrictions, the Tampere City Library was clearly more dependent on the decisions made by the regional administration, the city and THL.
The research was shorter than planned due to scheduling challenges. The subject needs further research, especially about the perspective of senior employees and the compar-ative perspective. For example, similar studies could be done on the libraries of other municipalities
