The economic crisis had a number of causes, many predating the stock market crash of October 1929. Herbert Hoover, the President at that time, made few attempts to alleviate the suffering caused by the crisis, believing that government should refrain from taking on the role of private charity. Upon his election to the presidency in 1932, Roosevelt began immediately to address the basic needs of the American people, particularly the unemployed. He opposed the dole and promoted work programs instead.  The Works Progress Administration was the New Deal’s largest agency, extending relief efforts to every section of the country, but especially to rural areas. Among its many projects, the organization built roads and public buildings, operated media and literacy programs, and distributed food and clothing.  The Kentucky Emergency Relief Administration oversaw the direct-relief programs of the Federal Emergency Relief Administration in the state. Assistance was provided to the unemployed and their families through local work projects and transient programs.   State rural rehabilitation corporations were established by the Federal Emergency Relief Administration with the powers to make loans; purchase, develop, and dispose of lands; execute loans and contracts; and handle the many other functions involved in the rural rehabilitation effort. COLLECTION    This collection consists of material related to the activities of three agencies implementing New Deal policies in Kentucky: the Works Progress Administration, Kentucky Emergency Relief Administration, and Kentucky Rural Rehabilitation Corporation. Included are numerous Works Progress Administration bulletins that deal chiefly with the organization’s policies and procedures but also cover topics such as recreation and education. Related to education, one folder provides information concerning Western Kentucky State Teacher’s College’s involvement in a program designed to develop emergency nursery schools. Seven Kentucky Emergency Relief Administration bulletins deal with internal administrative matters as well as subjects such as health and safety. There are also two manuals published for their workers by the Kentucky Rural Rehabilitation Corporation on the topics of financial policy, accounting, and loans. Two folders contain notes from conferences explaining and clarifying the role of social workers involved in relief programs. One folder is devoted to the correspondence of Ida L. Hodges, Bowling Green, who was Area Administrator for the Kentucky Emergency Relief Administration for the counties of Allen, Barren, Butler, Edmonson, Logan, Simpson, and Warren.
