Lan dmark members and their guests are invited to attend the September Landmark meeting to be he l d at The Presbyterian Church, 1003 State Street, on Wednesday, September 28 at 7:30 p.m. This church, located at the cor ner of Tenth and State streets , is ce l ebrating its l50th anniversary this year. The Presbyterian Church of Bowling Green was erected between 1833 a n d 1837 under the leadership of the Rever end SaI"!lUel 17 . Calvert. This bu i lding replaced the conr,re-~at ion ' s first house of "l-lOrship which was located in Pioneer Ceme-tery at Sixth and College streets. The n e .. l structure incorporated beams from the older structure. Land for the n ew church was donated by James Rumsey Skiles, and others of the "founding fathers" pledged cash, cor n, b r icks, cut stone, hauling, labor, etc. THE PRESBYTERIAN CHURCH CA. 1890 The original church was rectan -~ular with five windows on each side ~nd a stately spire. Entrances on each side l ed into the basement wher e the Bowling Green Female Academy under the direction of Mr . and Hrs. Fr anklin Jones educated the town ' s young women until 1862. The church's leaders have shown great wisdom throughout the years in keeping this magnificent structure in an excellent state of preservation and in making needed additions in an architectural l y compatible manner . Around 1890, the buildinG was extended on the Tenth Street side to provide a pastor's study and another entrance. In a 1921 renovation, the ,·<all behind the pulpit was moved forward to the property line with the Cook Building, providing space for a choir loft and a ladies' parlor. After the union of the First Presbyterian Church and the Westmin ister Presbyterian Church in 1949, an education "in~ was added on the west side. Fortunately, these many changes have done nothing to detract from the stateliness of this historic church building. ----------------1983 ·1 984 PROG I. FINANCIAL PRIORITIES • Increase general membership to 450 in FY1983-l984 and to 500 in FY1984-l985. • (UNDER STUDY) Conduct Designers' Showcase Fundraiser. • (UNDER STUDY) Conduct Seminar Study Tour. • (UNDER STUDY) Investigate county funding source for FY1984-l985. II. AREAS OF SERVICE PRIORITIES • Continue Facade Design Pro gran for property owners in the Downtown Commercial Historic District. • Continue maintenance of property inventory for the Downtown Commercial Historic District. • Continue to provide technical assistance to both residential and commercial property owners and tenants pertaining to building design, deed search, building research, rehabili-tation techniques, craftsmen, contractors, tax incentives available through the Economic Recovery Tax Act (ERTA) of 1981 and other assistance as needed on an individual basis through-out the year. • Continue the Landmark Revolving Fund to provide economic incen-tives for property owners, tenants and new business devel-opers in the Downtown Commercial Historic District. • Initiate a Signage Removal Program to provide small grants to property owners for removal of non-conforming signs and canopies. • (UNDER STUDY) Toll House Project • (UNDER STUDY) Lower tfain Street Project • (UNDER STUDY) Neighborhood Assistance Program • (UNDER STUDY) Residential Revolving Fund III. PUBLIC RELATIONS/PUBLICITY PRIORITIES • Continue monthly membership meetings on the fourth Hednesday each month except December and May. • Assist the Kentucky Heritage Council, Commonwealth Preserva-tion Council and other related state and local orp,anizations in providing and disseminating information regarding Landmark activities and programs throu~h­out the year. • Publish a Survey of Historic Sites in Harren County. • Involve Landmark members more actively through committee structure. • Continue presentations to local civic and community organiza-tions publicizing the efforts of Landmark's preservation and development activities. • Publish a monthly newsletter for membership and others to be mailed by the third Hednes-day of each month. • Continue publicity program to educate the general public about the Landmark Association and its preservation and development activities. • Erect historical markers desig-nating each of the five historic districts in Bowling Green and Smiths Grove. ANNUAL MEETING COMMITTEE: Plan and carry out the Landmark Association's Annual Meeting to be held during May, 1984. Involves selection of guest speaker, location, date, etc. 2. ARCHITECTURAL SALVAGE COMMITTEE: Responsible for conducting salvage of architectura l materials from buildings for recylcing to the membership and other appropriate customers . 3. AWARDS COMMITTEE: Responsible for selecting rehabilitation projects both commercial and residential, best representing historic preservation/economic development practices and principles in Harren County to receive the Landmark Award. Also responsible for selecting a project or individual demonstrating si~nificant contributions toward the efforts " of historic preservation in Ivarren County to receive the Heritage Award. These awards will be presented in conjunction with the 1984 Annual Meeting in May, 1984. 4. HISTORIC MAPRER COMMITTEE : Responsible for erecting historic markers designating each of Warren County's five historic districts and thematic resource during Preservation Heek in May, 1984. (Brinton B. Davis Buildings Thematic Resource - HKU, College Hill Historic District, Downtown Commercial Historic District, Smiths Grove Historic District, St . Joseph's Historic District and Upper East Main Street Historic District.) 5 . ME!1BERSHIP COl1MITTEE: Responsible for increasing Landmark membership to 400 in FY 1983-1984. Also responsible for retention and renewals of existing membership . Duties will include office help in preparing, typing and mailing packets to prospective members. This committee will need 10-15 volunteers. 6. NEIGHBORHOOD ASSISTANCE COMMITTEE: Responsible for assisting groups and individuals with an interest in revitalizing Bowling Green's older neighborhoods. Duties could include survey and historic research of these older neighborhoods. 7. PROGRAH COMMITTEE: Plan and carry out Landmark monthly meeting programs and tours of interest to the general membership. 8. PUBLICITY/SPECIAL ACTIVITIES CO~1ITTEE: Responsible for publicity of major events including membership meetings, annual meeting, Preservation Week and other special events. Could include helping to plan special activities in 'conjunction with Landmark. IV. ADMINISTRATIVE (STAFF) PRIORITIES • Maintain an accuratp records-keeping system throughout the year. • Conduct an annual review and tax return completion by a local CPA. • Participate in the City budget process and prepare Landmark reques t during Harch and April, 1984. • Submit monthly reimbursement requests and reports to the Kentucky Heritage Council. • Prepare the mid-year and annual Program of Hork and Budget Reports in January, 1984 and July, 1984 respectively. • Prepare and conduct an annual presentation to the City Commission re~arding Landmark activities and programs. • Maintain close communication with city officials and Kentucky Heritage Council throughout the year. • Haintain and operate the Landmark office in a business-like and professional manner throughout the year. V. BOARD OF DIRECTORS PRIORITIES • Approve and adopt the annual operating budget prepared by the Finance Committee by June, 1984. • Conduct a Board Planning Retreat for preparation of the annual Program of Hork by June, 1984. • Conduct a mid-year budget and Program of Work review and make adjustments as necessary by January, 1984. • Conduct twelve monthly Board of Directors Meetings during the year. • Perform an annual evaluation of the Executive Vice President. • Conduct an orientation session with new Board members during July, 1983. SAVE OUR OLD NEIGHBORHOOD SAVE OUR OLD llEIGHBORHOOD, Inc. (SOON) was recently established to promote neighborhood conservation in the neighborhood bordered by 12th, State, 15th and Center streets. SOON's goals are to re-store and maintain the integrity of the neighborhood and make it appealing for family residences. Proposed activities include participation in the ,~eighborhood Hatch program, nei::;hborhood clean-up and beautification, maintenance of neighborhood integrity by re-stricting inappropriate intrusions, nei~hborhood social activities, and a membership drive. SOON needs members to achieve its goals, specifically those goals that will effect the community and the City of Bowling Green. !1embers need not be a resident of the neighborhood to join. LEON DAVIS William Leon Davis, a native of Christian County, Kentucky, is t he oldest of nine children and a son of a sharecropper and Highway Departmen t worker. Mr. Davis' artistic and sensitive nature led him to the pho t o -graphic profession after moving to southern California in 1969 and re t urn -ing to Kentucky in 1 979. Mr. Davis expresses his love and appreciation for Kentucky ' s unique landscapes, people and architecture by sharing his experiences with others . A small, but beautiful part of his work invo l ves teaching photographic workshops and conducting field trips. Much of Mr. Davis ' work i s used i n decorating restaurants, offices and homes. His photography has also bee n exhibited in museums, art galleries, libraries, banks and art s h ows. Cont . Owned by Mr. Joe Bill Campbell, this structure was built circa 1910 by George McIntire a n d i s a fine example of early 19th centu r y comme r cial architecture. This building was adapted for r e u se by th e law firm of Campbell, Smith and Kerrick. Mr. Joe Bill Campbel l, owner of th e McIntir e Buildin g , recently moved his law firm into the s tru c -ture at 1025 State Street . Built circa 1910, this building original -ly housed a harness s h op and hard-ware store. Mr. and Mrs. Jim Kennedy have begun rehabilitation of the Gerard Hotel, 423 Park Row. Built circa 1870 by John C. Ge rard, this build-ing served as a hotel and housed commercial establishme nt s on the fi r st floor.
