本研究は、生活保護法およびその施行にあたる生活保護行政と、国民(要保護者)および利用者との間に乖離状況が生じていることに焦点を当て、乖離の状況、原因、理由、その克服の課題などを明らかにしようとするものである。本研究についての先行研究は、利用者の視点での裁判事例などに見ることはできるが、その他はほとんど無い。本論考では生活保護相談窓口職員が刺殺された事件を取り上げ、乖離状況の問題を探ろうとするものである。研究は緒についたばかりであり、資料などの少ない中での論考であるため試論と位置づけ、今後の研究への足がかりとする。This research: with the public assistance administration that undertakes livelihood protection law and the enforcement.
