本研究は、「子育て・子育ち支援」に関わる保育政策の課題を考究するものである。本稿では、2004年の保育者調査の中で、障害を持つ子どもや発達に課題を持つ子どもの保育、親の支援に関わる調査項目の調査結果を中心に、これまでの子育ち・子育て支援の状況と共に考察した。調査結果からは、障害を持つ子どもや発達について気になる子どもなど、特別な配慮を必要とする子どもの親の気持ちを受け入れ、よりよい保育をめざしているという回答、他の機関と連携をとっているという回答も少なからずあったが、より多いのは、保護者に子どもの発達の遅れなどを伝えることが困難であるという回答、親が子どものことを受け入れられないといった回答であった。また保育者の求める研修として、障害児等の知識や親への支援の方法という内容が回答の2割近くあった。子育て支援策が、子育て支援の専門家である保育者の配置やリカレントといったことにほとんど配慮がないことば、先の論考で指摘したが、本稿では、子育て支援として、保育者が障害児等の保育や親の支援をできるような施策のあり方について提起した。This research is to investigate problems of the nursing policy concerning "Supporting Growing Children and Rearing Parents". Among the items of the childcare person's investigation in 2004, this manuscript treated the result as central things; the result of investigative items about the childcare of the handicapped child and of the child having problems of development and about the support for the parents, and considered, with the condition of the support of growing up and bringing up so far. The result indicated the following; a reply to aim at the better childcare by accepting the parents' feelings of the child who needs a special consideration; for example the handicapped child, the child with anxiety about the development and so on, and a reply being allying with the other institutions. The more replies were the one of difficulty of telling guardians about the child's delay or development, and the one of parents' not being able to accept the child's condition. Moreover, as the training requested by daycare nurseries, the replies having contents of the way of the knowledge about the handicapped child and suchlike, and of the way of support of the parents occupied about 20%. Though the previous report pointed out that support measures of child's bringing up had had no consideration for staffing and recurrence of daycare nurseries who had been professional, this report pointed out that staffing and recurrence also, which made it possible to support the childcare of handicapped child and suchlike for daycare nurseries as support of bringing up, were indispensable
