In Latin America and the Caribbean,this is particu larly evident in Chinese investments, for instance In ports andlogistics hubs, While this type o f  transport infrastructure plays a critical rolein facilitat ing global economic flows, it is also becoming a central focus oflocal, regional and international security c oncerns. Logistics hubs present aspecific type of security challenge: these hubs must secure the increasingvolume of goods that pass thro ugh them, while processing these sameflows of goods as quickly and efficiently as possible.Increasingly ,  the security of logistics hubs (often understood as a criticalelement in supply-chain security) is provided through public-privatepartnerships rather than by state security forces. This is explained in part bythe widespread perception of corporate security providers as more efficient and less obtrusive. Such security partnerships often Involve foreign ratherthan domes1ic actors, including transnational corporations but also overseasliaison officers. However, entrusting such actors with the responsibility o fcritical transport infrastructure  is associated with certain problems, in termsof na tional sovereignty; the possibili t ies for ensuring oversight and a clearstructure of authority ; and labor issues.
