Asuransi Kesehatan Sosial sebagai Model Pembiayaan Kesehatan Menuju Jaminan Semesta (Universal Coverage)

Abstract

Indonesian constitution, UUD 1945, asserts that every citizen has the right to have an access to health care and the State is responsible for providing health care for all citizens. The Article 19 paragraph (1) of the Act nr. 40/2004 on National Social Security System mentions that health insurance is nationally organized and is based on the social insurance and equity principles. Social health insurance having compulsory membership will be able to collect public fund as a source of health financing capital, to out of pocket system, and to improve pre paid system so that universal health insurance coverage can be realized
