RECENT DEVELOPMENTS WITH NEW ZEALAND . BILATERAL AID FORESTRY PROJECTS. WITH PARTICULAR REFERENCE TO. TRAINING AND EDUCATION SUMMARY A. K. Familton A. L. Rockell New Zealand Forest Service This paper provides a brief perspective on developments in New Zealand on the overall approach to foreign aid. During the past decade greater emphasis has been afforded bilateral aid projects and most effort is concentrated on our South Pacific neighbours. In view of New Zealand's own development and economic base most assistance is offered in the fields of agriculture, engineering, and forestry. The need for careful initial evaluation of any proposed project is emphasised particularly in terms of availability of local and seconded staff. Attention is drawn to past tendencies to underestimate the period for which a project must be sustained before it may be successfully "localised". The need for seconded staff to approach their job within the framework of local customs, traditions and circumstances is emphasised. The range of training needs is described and some methods to meet these are sug~ested. It is contended that various types and methods of "on-job" training provide a satisfactory Life- Sc.
