Electronic Health System Evaluation Model

Abstract

The aim of dissertation “Electronic Health System Evaluation Model” is better understand the determinants of an effectiveness and ineffectiveness e-health system, to identify users expectations and problematic aspects in the development and implementation of an e-health system. On this basis was developed an e-health system evaluation model, which reflects the objective and subjective needs of all users in different stages of e-health system implementation, evaluation criteria and measures to achieve this goal were established, and the Lithuanian e-health system was evaluated using the developed model. In information systems research, there is a tendency to base the evaluation of the e-health system mainly on economic and technical criteria, which are rationally objective, but do not respond sufficiently to the specific needs of users. The dissertation pays special attention to social and organizational evaluation criteria, which create a more comprehensive picture of e-health system cognition. The developed e-health system evaluation model includes technical, economic, social and organizational criteria, which are focused on the goal of the e-health system, can be measured regardless of the actual moment of e-health system implementation.Disertacijoje „Elektroninės sveikatos sistemos vertinimo modelis“ siekiama geriau suprasti veiksmingos ir neveiksmingos e.sveikatos sistemos lemiančius veiksnius, nustatyti naudotojų lūkesčius ir probleminius aspektus, kuriant ir diegiant e.sveikatos sistemą. Tuo pagrindu suformuotas e.sveikatos sistemos vertinimo modelis, kuris atspindi objektyvius ir subjektyvius visų naudotojų poreikius skirtingose e.sveikatos sistemos diegimo etapuose, nustatyti vertinimo kriterijai ir priemonės šiam tikslui pasiekti, bei parengtu modeliu įvertinta Lietuvos e.sveikatos sistema. Informacinių sistemų tyrimuose vyrauja tendencijos e.sveikatos sistemos vertinimą daugiausiai grįsti ekonominiais ir techniniais kriterijais, kurie yra racionaliai objektyvūs, tačiau nepakankamai kryptingai atliepia naudotojų specifinius poreikius. Disertacijoje ypatingas dėmesys skiriamas socialiniams ir organizaciniams vertinimo kriterijams, kurie sukuria visapusiškesnį e.sveikatos sistemos pažinimo vaizdą. Parengtas e.sveikatos sistemos vertinimo modelis apima techninius, ekonominius, socialinius ir organizacinius kriterijus, kurie orientuoti į e.sveikatos sistemos tikslą, gali būti matuojami nepriklausomai nuo faktinio e.sveikatos sistemosįgyvendinimo momento
