A gestão de sustentabilidade dos tribunais regionais federais: alinhamento com os Objetivos de Desenvolvimento Sustentável (ODS) e a sustentabilidade informacional

Abstract

Dissertação (mestrado) - Universidade Federal de Santa Catarina, Centro de Ciências da Educação, Programa de Pós-Graduação em Ciência da Informação, Florianópolis, 2021.Levando em consideração que o Poder Judiciário brasileiro é o primeiro órgão judiciário no mundo a incluir em seu planejamento estratégico os Objetivos de Desenvolvimento Sustentável da Agenda 2030 da Nações Unidas, o objetivo geral desta pesquisa foi o de analisar na perspectiva dos bibliotecários servidores, quanto a gestão de sustentabilidade dos Tribunais Regionais Federais e seu alinhamento com os ODS da Agenda 2030. Especificamente, identificar a gestão de sustentabilidade dos Tribunais Regionais Federais; verificar a percepção dos bibliotecários servidores atuantes nos Tribunais Regionais Federal sobre a gestão de sustentabilidade; e compilar a gestão de sustentabilidade informacional dos Tribunais com alinhamento aos 17 ODS. A pesquisa foi caracterizada como bibliográfica e documental em relação aos meios utilizados e em relação aos objetivos como uma pesquisa exploratória e descritiva, verificando os fatos e situações no que se refere ao seu objeto, a fim de explorar o que existe e descrever os fenômenos a partir da análise e interpretação dos resultados obtidos, utilizando o método de análise de conteúdo proposto por Bardin. Diante dos resultados e após analisar os documentos de acesso público sobre a gestão de sustentabilidade das 27 Seções Judiciárias que compõem os TRFs, verificou-se que 26 instituições possuem Plano de Logística Sustentável e disponibilizam relatórios de sustentabilidade. Em exceção da SJPE que, até a finalização desta pesquisa, não disponibilizou os documentos sobre a gestão de sustentabilidade na instituição. De acordo com os resultados apresentados, todas as Seções Judiciárias seguem e/ou se baseiam no padrão metodológico do CNJ, por meio da Resolução nº 201 de 3 de março de 2015, com componentes de ações estratégicas voltadas principalmente nas dimensões ambiental e econômica do Desenvolvimento Sustentável. Identificou-se que as gestões de sustentabilidade dos TRFs não estão, mas possuem grande potencial para estarem, alinhadas com os ODS. Demonstram interesse de realizarem uma governança responsável, inclusiva e preocupada com questões importantes da sociedade. Percebe-se que as Seções Judiciárias vêm realizando estudos e planejamentos para ampliarem suas ações estratégicas de sustentabilidade, para as quais possuem excelentes modelos internos, que podem ser ampliados e padronizados em todos os TRFs. Não se constatou a participação de bibliotecários nas comissões especiais para planejamento, execução e monitoramento de dados e resultados das gestões de sustentabilidade dos TRFs. Dessa forma, com o questionário enviado aos bibliotecários servidores das instituições, alguns respondentes salientam não se sentirem aptos a responderem com propriedade de conhecimento sobre a temática. No entanto, muitos demonstram interesse e consciência da importância de os TRFs alinharem suas ações estratégicas de sustentabilidade à Agenda 2030. Contudo, espera-se que brevemente estas instituições possam alinhar suas ações e planejamento de sustentabilidade com os objetivos globais e reconheçam e incluam os servidores bibliotecários no planejamento e execução das ações de sustentabilidade, visto o potencial profissional na gestão da informação. E por fim, almeja-se que os servidores bibliotecários dos TRFs se sensibilizem e participem das ações globais promovidas pelos movimentos associativos da categoria bibliotecária nacional e internacional, promovendo a Sustentabilidade Informacional no Poder Judiciário.Abstract: Taking into account that the Brazilian Judiciary is the first judicial body in the world to include in its strategic planning the United Nations Agenda 2030 Sustainable Development Goals, the general objective of this research was to ascertain whether the librarians who are servants recognize the management of sustainability of the Federal Regional Courts (TRF) and its alignment with the Sustainable Development Goals (SDGs) of the 2030 Agenda and with Informational Sustainability, from the perspective of civilian librarians. Specifically, identify the sustainability management of the Federal Regional Courts; analyze the perception of library employees working in the Federal Regional Courts on sustainability management; and compile the informational sustainability management of the Courts in line with the 17 SDGs. The research was characterized as bibliographic and documentary in relation to the means used and in relation to the objectives as an exploratory and descriptive research, verifying the facts and situations with regard to its object, in order to explore what exists and describe the phenomena from the analysis and interpretation of the results obtained, using the content analysis method proposed by Bardin. In view of the results and after analyzing the publicly accessible documents on the sustainability management of the 27 Judicial Sections that make up the TRFs, it was found that 26 institutions have a Sustainable Logistics Plan and provide sustainability reports. Except for SJPE, which, until the end of this research, did not provide documents on sustainability management at the institution. According to the results presented, all Judiciary Sections follow and / or are based on the CNJ methodological standard, through Resolution No. 201 of March 3, 2015, with components of strategic actions focused mainly on the environmental and economic dimensions of Development Sustainable. It was identified that the sustainability managements of the TRFs are not, but have great potential to be, aligned with the SDGs. They show an interest in carrying out responsible, inclusive and concerned governance with important issues of society. It can be seen that the Judiciary Sections have been carrying out studies and planning to expand their strategic sustainability actions, for which they have excellent internal models that can be expanded and standardized in all TRFs. There was no evidence of the participation of librarians in the special commissions for planning, executing and monitoring data and results of the TRFs' sustainability managements. Thus, with the questionnaire sent to the institution's librarians, some respondents stress that they do not feel able to respond it with proper knowledge on the subject. However, many of them demonstrate interest and awareness of the importance of TRFs aligning their strategic sustainability actions to the 2030 Agenda. Nevertheless, it is hoped that these institutions will soon be able to align their sustainability actions and planning with global objectives and recognize and include civil servant librarians in the planning and execution of sustainability actions, given the professional potential on information management. And finally, it is hoped that the TRFs' library staff will be sensitized and participate in the global actions promoted by the associative movements of the national and international library category, promoting Informational Sustainability in the Judiciary
